Post-2020 emission performance standards for new passenger cars and vans
On 27 March, Plenary is set to vote on the negotiated text on the above proposal. The two co-legislators agreed to raise the Commission proposal's ambition level for the 2030 CO2 target to 37.5% and 31% for cars and vans respectively, while the 2025 level remained as per the original figures of 15%.
The ZLEVs benchmarks also stand as initially foreseen at 15% and 30% for 2025 and 2030 with additional elements of a new market penetration factor of 1.85 (with 5% cap) as well as plug-in factor of 0.7 introduced to incentivise uptake in member states with low ZLEVS penetration. Texts were also agreed on important issues introduced by Parliament such as just transition, RDE, lifecycle analysis, car/van labelling. Finally, the niche OEMs derogation was extended to 2028.
