Loan/Credit Number: Loan No. 4644-UZ The Government of the Republic of Uzbekistan has received a loan from the World Bank to finance the Rural Enterprise Support Project, and intends to apply a portion of the proceeds of this loan to payments under the contract for Establishment and Development of Water Users Associations. The contract includes the following major tasks: Development of a manual for operation and maintenance on-farm irrigation and collector-drainage system adapted to the local conditions with particular emphasis on irrigation water scheduling, field application and rules for systems maintenance; A capacity building program aimed at strengthening the management capabilities of water users organisations; Establishment of a funding and cost recovery system and an appropriate bookkeeping and financial control system with tools and facilities required. The consultant should have at least 10 years’ of international experience and profound knowledge in management and organisation of water use, operation and design of irrigation and drainage systems. Duration of the assignment is about 5 months. The assignment is expected to start in August 2002. The Rural Restructuring Agency, acting on behalf of the Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, now invites eligible individual consultants to indicate their interest in providing the above services. Interested individual consultants must provide information indicating that they are qualified to perform the services (experience in similar conditions, availability, CVs describing the relevant qualification and experience, etc.). A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
