This invitation for pre-qualification follows the general procurement notice for this project that appeared in UN Development Business No. 580 of 16 April 2002. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Beijing Second Environment Project, of which civil works of Xiaohongmen Wastewater Treatment Plant is a subproject under the wastewater component, and it intends to apply part of the loan proceeds to payments under contract WWC4.2 - civil works of Xiaohongmen wastewater treatment plant. China International Tendering Company (ITC) is authorized by Beijing Drainage Group Co. Ltd., and intends to prequalify contractors and firms for the following contract. It is expected that invitation for bids will be made in September 2002. Bid No. ITC- 024003: Contract WWC4.2 - civil works of Xiaohongmen wastewater treatment plant The Xiaohongmen WWTP, which has the treatment capacity of 600,000 mł/d, is located in the south east of Beijing city. The occupation of the plant is 48.47 ha. The A2/O treatment process is adopted. The treated water discharges into Liangshui River. The civil work of pretreatment facility, which includes coarse screen station, inlet pumping station, fine screen station and grit chamber, is under another contract package. This contract contains most of the facilities except pretreatment part. The main structure includes: primary sedimentation tanks, primary sludge pumping station, aeration tanks, final clarifier tanks, chlorine contact tanks, sludge thickening tanks, mechanical thickening house, sludge dewatering house, compress room, marsh gas engine house, boiler room, sulfur removal facility, etc. The construction period is approximately 24 months and the expected start time is November 2002. Prequalification will be conducted through pre-qualification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997 and January 1999,), and is open to all bidders from eligible source countries, as defined in the guidelines. Interested eligible bidders may obtain further information from and inspect the pre-qualification documents at China International Tendering Company, at the address below, from 0900 to 1600 (Beijing time) beginning 15 July 2002 except during Chinese official holidays. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB 800 per set or US$ 100 per set. The method of payment will be cash or cashier’s check. The document may be sent by express mail.
