Bidding for contracts financed by the IBRD will be governed by the procurement rules of the World Bank. The main objectives of the Environmental Management Project (EMP) are to assist the Russian authorities to: Strengthen and streamline federal and regional institutional structures for environmental and natural resource management Improve federal and regional environmental policy and strategy formulation and implementation Upgrade environmental and natural resource management systems Assist in the financing of economically viable, high priority resource recovery/pollution abatement projects in the country Facilitate the flow of donor funds and resources to the environmental protection sector. The project consists of the following five main components: (a) institutional and policy strengthening, including two subcomponents (policy and regulatory support and environmental epidemiology); (b) water quality and water resource management; (c) hazardous waste management; (d) the National Abatement Facility (NPAF) for funding economically and financially viable pollution abatement projects; and (e) the Center for Project Preparation and Implementation under the Ministry of Environmental Protection and Natural Resources. The project will include the following goods, works and services: Wood room, including defrosting unit, debarking drum, chipper, conveyers, etc. (machinery for paper or paperboard production) Cooking plant, including mechanical equipment for digester rebuilding, pipelines, fittings, electric equipment and automatic controls (electrical equipment and apparatus) Washing shop, including wash presses, pumps, electrical equipment, control and automation devices (water pumps) Screen room, including pulp screens, pumps, electrical equipment, control and automation devices (screening rooms) Vacuum pump for the drying machine (vacuum pumps) Power equipment (machinery for the production and use of mechanical power) Equipment for green liquor sludge dewatering (sludge-processing equipment) Surface condensers and vacuum pumps for the evaporating stations (condenser air-cooling systems) Equipment for reconstruction of sludge treatment shop and recycling water supply system, including flotators, pumps, pipelines, cooling towers, filters, fittings, management information system (sludge-treatment works) Sewage treatment equipment, including augers, turbine, reactors of ozonization, filter presses, hydrocyclones (sewage works) Equipment for reconstructuring the paper-mill (machinery for paper or paperboard production) Individual items of goods may be combined into larger lots following the implementation schedule agreed upon at a later stage of the procurement process. Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers. It is possible that some or all packages described above will be procured under procurement methods other than ICB and, therefore, no further notices might be published. Accordingly, interested eligible bidders are encouraged to not merely express their interest in receiving an invitation to bid under the ICB procedures, but also furnish relevant information on their qualification to perform such contracts, enabling the contracting authority to prepare lists of potential suppliers under different procurement methodsThe documents should be sent to the Borrower’s PIU at the first address below with copy to the final borrower (at the second address).
