The NOGC \"Kazakhoil\" has received a loan in various currencies from the International Bank for Reconstruction and Development (IBRD) and has on-lent these funds under a sub-loan agreement to OJSC Uzenmunaigas toward the cost of the Uzen Oil Field Rehabilitation Project, and it intends to apply part of the loan proceeds to payments under the contract for surface facilities and water injection systems. The OJSC Uzenmunaigas now intends to prequalify contractors or firms for the supply and installation of surface facilities and water injection systems. It is expected the invitations to bid will be made in December 2002. The scope of work is to carry out surface facilities refurbishment in Uzen Oilfield Block 3A. Using a basic design study already developed by others: (i) carry out final evaluations; (ii) detailed design and procurement; (iii) install and commission; (iv) provide training and knowledge transfer to enable the employer’s staff to operate and maintain the new facilities; and (v) verify, and demonstrate for the employer’s formal acceptance, that the overall system functions to the specifications derived from the detailed design. The refurbishment scope includes the replacement of approximately 160 reservoir pressure maintenance water flow lines and installation of a seawater treatment plant, injection pumps, manifolds, and measuring and control systems to inject approximately 25,000 mł per day treated Caspian seawater for reservoir pressure maintenance. Also, one field production gathering station capable of handling approximately 2,000 mł/day produced fluids and associated gathering flow lines and metering systems will be replaced and new trunk lines installed to convey produced fluids to the field processing facility. The delivery/construction period is 15 months. Prequalification will be conducted through prequalification procedures specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines. Interested eligible bidders may obtain further information from and inspect the prequalification documents at the office of Uzenmunaigas in Zhanaozen between 0900 and 1600 hours at the address given below. A complete set of prequalification documents in the English language may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a nonrefundable fee of US$ 200 or its equivalent Kazakhstan tenges. All applications should be clearly marked “Application to Prequalify for Block 3A Surface Facilities and Water Injection Systems.” To meet prequalification criteria, the supply and install contractor will have an established reputation as a successful engineering and construction company. In addition, will have experience of executing at least two oil industry facilities projects of similar technical scope and scale, successfully within the past six years, and will have an average annual turnover of approximately US$ 50 million equivalent for the past five years, and must have the financial capability to support a minimum cashflow of approximately US$ 12 million equivalent over a 6 month period (US$ 1.9 million per month). It will be a requirement that evidence is demonstrated for prequalification of experience in completing projects in remote locations, of meeting schedule, budget, quality, and loss prevention commitments, and of working in close cooperation to satisfy client needs. Experience is required of engineering, and designing to internationally accepted standards such as ISO, API, ASME, ASTM, ANSI, etc. The contractor must demonstrate successful project experience of managing the construction of complex facilities in the context of a live oilfield operation, and of managing sub-contractors to maintain quality and schedule targets.
