specification 6. Contract description: The programme aims at establishing a
regional waste disposal plant along with the utilization of biogas (gas
processing block, flare and supplementary equipments), sewage treatment facility
(to ensure the treatment of leachate and waste water produced at the landfill
during operation), selective collection and separation of recyclable waste,
pre-treatment of compostable waste, and waste from construction and demolition
with a view to recycling. 7. Number and titles of lots: Lot 1: gas utilization
collection of 1 500 000 m3/year of bio-gas and its utilization for energy
production. Lot 2: receiving area infrastructure. Lot 3: sewage treatment plant
treatment of 120 m3/day of waste water. Lot 4: establishment of regional
landfill additional insulation and operation of the existing 20 hectares
landfill. Lot 5: establishment of composting plant 30 000 tonnes/year.
Conditions of participation 8. Eligibility and rule of origin: Participation is
open on equal terms to all natural and legal persons participating either
individually or in a grouping (consortium) of tenderers of the Member States and
the countries and territories of the regions covered and/or authorized by the
regulation or other specific instruments applicable to the programme under which
the contract is financed (see 21). All goods provided for this contract must
originate in these countries. 9. Grounds for exclusion: Tenderers must provide a
declaration that they are not in any of the situations listed in Section 2.3 of
the Manual of Instructions for External Relations contracts (available from the
following Internet address: http://europa.eu.int/comm/europeaid/home_en.htm).
10. Number of tenders: Tenderers (including firms within the same legal group,
other members of the same consortium, and subcontractors) may submit only one
tender for one or several lots. Tenders for parts of a lot will not be
considered. Any tenderer may state in their tender that they would offer a
discount in the event that their tender is accepted for more than one lot.
Tenderers may not provide a tender for a variant solution in addition to their
tender for the works required in the tender dossier. 11. Tender guarantee:
Tenderers must provide a tender guarantee of at least 1,5% of the tender price
in euro concerning each lot when submitting their tender. This guarantee will be
released to unsuccessful tenderers once the tender procedure has been completed
and to the successful tenderer(s) upon signature of the contract by all parties.
12. Performance guarantee: The successful tenderer will be requested to provide
a performance guarantee of 10% of the contract value in euro when countersigning
the contract. This must be delivered within 30 days of receipt by the tenderer
of the contract signed by the contracting authority. If the selected tenderer
fails to provide such a guarantee within this period, the contract will be void
and a new contract may be drawn up and sent to the tenderer which has submitted
the next lowest, compliant tender. 13. Information meeting and/or site visit: A
mandatory information meeting and site visit will be held at 10.00 on 10th
December 2002 at the Municipality of the City of Szeged at County Rank (address:
6720 Szeged, Széchenyi tér 10-11, contact person: Ferenc Szabó (Szegedi
Környezetgazdálkodási Kht.), postal address: Hungary, 6728 Szeged,
Városgazda sor 1., e-mail: szkht@mail.tiszanet.hu, phone No: (36)-62-498-270,
fax: (36)-62-498-271). 14. Tender validity: Tenders must remain valid for a
period of 90 days after the deadline for submission of tenders. 15. Maximum
delivery period: 25 months. Selection and award criteria 16. Selection criteria:
Financial and technical capacity, and experience to execute similar contracts.
The minimum qualifying criteria for each tenderer include: 1. He shall be a
registered firm or natural person capable of carrying out the specified works.
2. In case of a joint-venture/consortium, all the members together have carried
out 3 projects of similar nature or complexity during the last 5 years. The
leading partner shall have carried out at least one of these projects. 3. The
average annual turnovers in the past last 3 years shall be of at least double
the contract price proposed in the tender. If the tenderer company has operated
for less then 3 years, in that case the turnover of the previous year shall be
at least double the contract price proposed in the tender. 4. If he is a sole
tenderer (i.e. he may have subcontractors, but he is not a partner in a joint
venture/consortium for the purposes of the tender) he shall carry out at least
70% of the contract works by his own means, defined as meaning that he must have
the equipment, materials, human and financial resources necessary to enable him
to carry out this percentage of the contract. 5. If he is sole tenderer he also
must have access to credit and other financial facilities adequate to assure the
required cashflow for the duration of the contract. In any case the credit
amount should exceed 500 000 EUR. 6. If he is the leading partner in a joint
venture/consortium he shall have the ability to carry out at least 50% of the
contract works by his own means, as defined in sub-clause 4 above. 7. If he is
another partner in a joint venture/consortium (i.e. not the leading partner) he
shall carry out at least 10% of the contract works by his own means, as defined
in sub-clause 4 above. 8. If he is a sole tenderer, he shall have completed at
least 2 projects of the same nature or complexity comparable to the tendered
works over the last 5 years. 9. All his key personnel shall have at least 5
years of adequate experience and proven qualifications relevant to works of a
similar nature to this project. 17. Award criteria: The evaluation committee
shall award the tenderer whose tender has been determined to meet the
administrative and technical criteria and has offered the lowest price.
Tendering 18. How to obtain the tender dossier: The tender dossier is available
from the Project Managers Office: Mr Ferenc SzabĂł (Szegedi

delivery. It is also available for inspection at the premises of the contracting
authority. Tenders must be submitted using the standard tender form included in
the tender dossier, whose format and instructions must be strictly observed.
