Invitation for Bids Deadline: 3 February 2003 The Government of the Republic of
Latvia has received a loan from the International Bank for Reconstruction and
Development, with a Subsidiary loan agreement with the company “Liepajas RAS”
Ltd., toward the cost of the Liepaja Region Solid Waste Management Project, and
it intends to apply part of the loan proceeds to payments under the contract(s)
for supply of a wheel loader and supply of a vehicle for sludge and leachate
transportation. “Liepajas RAS”Ltd. now invites sealed bids from eligible bidders
for the supply of the following for the use at the Grobina Waste Disposal Site
and at the Skede landfill, if needed, in Latvia: Lot 1: A wheel loader Lot 2:
Supply of a vehicle for sludge and leachate transportation Bidding is conducted
through the international competitive bidding (ICB) procedures specified in the
World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits. Bidding
is conducted in lots. Bidders are free to submit a proposal for one lot or for
both lots. The evaluation will be conducted for each lot separately. The
supplies will be carried out under two contracts, or under one contract in case
one and the same bidder is successful in both lots. Starting 10 December 2002, a
complete set of bidding documents in English may be purchased by interested
bidders on the submission of a written application to the address below and upon
payment of a non-refundable fee of EUR 250. The method of payment shall be by
bank transfer to the account: Liepajas RAS Ltd. Latvijas Unibanka, Swift:
UNLALV2X012, account No. 128020-71009, sub-account No. 30090500002 with
reference “Supply of a wheel loader and a vehicle for sludge and leachate
transportation”. The document will be sent by courier on receipt of the payment.
All bids must be accompanied by a security of a minimum of 2 per cent of the
total bid price, and be delivered to the address below at or before 1100 hours
on 3 February 2003. Bids will be opened immediately thereafter, in the presence
of the bidders who choose to attend, at the same address. Late bids will be
