expressions of interest follows the general procurement notice for this project
that appeared in UN Development Business No. 582 of 16 May 2002. The Government
of the State of Ceará, through the Secretariat of Water Resources (SRH), has
received a loan in various currencies from the International Bank for
Reconstruction and Development (IBRD) toward the cost of the Ceará Water
Resource Management and Integration Project (PROGERIRH/CE). Part of the proceeds
of this loan will be applied to eligible payments related to the design of the
Operation and Maintenance Plan (OMP) for the raw water system in the State of
Ceará. Services comprise studies, design and proposal of an OMP for the raw
water system in the State of Ceará, which should include guidelines and
procedures to be followed and complied with during the development of works, and
describe phases or stages of the main activities, such as: (i) organizational
structure of Companhia de Gestăo dos Recursos Hídricos do Estado do Ceará
(COGERH/CE); (ii) evaluation of physical and operational characteristics of dams
and related works (pipelines, canals, tunnels, hydrographic basin integration
systems, pumping stations and reservoirs) comprising the Raw Water System of the
State of Ceará, all of which are scheduled to be inspected by multidisciplinary
teams; (iii) analysis of operation and maintenance procedures associated with
the raw water system, which are currently in use and/or in implantation stage,
in particular those related to preventive and extraordinary maintenance and
replacement of equipment; (iv) analysis of procedures associated with inspection
and safety of dams and related structures and aimed at classification of risks
and prioritization of maintenance and rehabilitation actions; (v) analysis of
existing programs for maintenance training and strategies for responses to
eventual emergencies in the raw water system; (vi) analysis of procedures and
structures responsible for the definition of tariffs and charges on raw water
supplied; (vii) analysis of maintenance and operation costs related to raw water
system structures; and (viii) survey of sources of funds for rehabilitation of
dams and related works currently comprising the raw water system under COGERH
management. Services should be executed in not more than 11 months after the
date the respective service order is issued. The SRH/CE now invites eligible
consultants to indicate their interest in executing such services. Interested
consultants should provide information to the address below, evidencing their
qualification to perform the services (catalogues, brochures, description of
execution of services of operation and maintenance plans for hydraulic
infrastructures, experience under similar conditions, availability of adequate
staff and availability of that staff to perform the services, etc.), not later
than 14 April 2003. Consultants may associate to enhance their qualifications. A
consultant will be selected in accordance with the World Bank’s Guidelines:
Selection and Employment of Consultants by World Bank Borrowers, January 1997
(revised September 1997, January 1999 and May 2002), under Quality and
Cost-Based Selection Method (QCBS). Interested consultants may obtain further
