The Government of the People’s Republic of China has received a loan in the amount of US$ 349 million equivalent from the International Bank for Reconstruction and Development (IBRD), as well as a grant in the amount of US$ 25 million equivalent from the Global Environment Fund (GEF) toward the cost of the Second Beijing Environment Project. The loan and grant proceeds are intended for the payment of goods, works and consultants services procured under this project. The Second Beijing Environment project became effective on 11 May 2001.
The objective of the project is to reduce water pollution and improve air quality in Beijing Municipality. The project would finance physical works, goods, and technical assistance for institutional development in: sewage collection and treatment, conversion of small and medium coal-fired heating boilers to gas, conservation of energy for heating by both coal and gas, and improved environmental monitoring and analysis.
The works, goods and services scheduled for procurement under the loan and grant are expected to be following:
Wastewater Component:
Construction of secondary wastewater treatment plants: Xiaohongmen (capacity 600,000 mł/day)
Sewer operations and maintenance equipment
Implementation support for technical assistance and training to strengthen planning, operations and management of Beijing Drainage Company
Air Pollution Reduction Component:
Boilers, ancillary equipment and connection materials, including gas-burning boilers, regulating equipment, water-softening equipment, self-control system and measuring instruments, valves and pipes to convert about 2,000 coal-fired heating boilers to gas
Technical assistance and equipment to efficiently achieve the conversion program goals, for energy conservation measures for the remaining coal-fired boilers and foe heat supply systems, and for development of improved air quality monitoring and planning
Monitoring instruments and analytical instruments to assist the Beijing Environment Protection Bureau (BEPB) in improving monitoring systems and laboratory facilities
Technical assistance and training to develop environment decision support system capacity in BEPB

Invitations for bids will be advertised in the local, national, and international press as appropriate, before the release of bid documents. Invitations for pre-qualification of contractors for works contract for the wastewater treatment plants will be issued in due course. Procurement of works and goods will be conducted in accordance with the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all bidders and sources as defined in the guidelines. Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
