6.		Contract description: The waste management centre Dolenjska - stage I consists of designing and execution of the rehabilitation and closure of the existing dumping area, construction of the new dumping area, road and communal infrastructure, electric and telecommunication installations and lighting. The contractor shall carry out the following tasks: detailed design, construction and commissioning of the above facilities.
7.		Number and titles of lots: Single lot: waste management centre Dolenjska - Stage I. No 2000/SI/16/P/PE/006/1.

Conditions of participation
8.		Eligibility and rule of origin: Participation is open on equal terms to all natural and legal persons (participating either individually or in a grouping - joint venture/consortium of tenderers) of the Member States and the countries and territories of the regions covered by ISPA programme under which the contract is financed, as well as Cyprus, Malta and Turkey. All goods provided for in the contract must originate in these countries.
9.		Grounds for exclusion: Tenderers must provide a declaration that they are not in any of the situations listed in Section 2.3 of the Manual of Instructions for External Relations contracts (available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).
10.		Number of tenders: Tenderers (including firms within the same legal group, other members of the same joint venture/consortium, and subcontractors) may submit only offers for the whole of the works. Partial tenders for the works or variant solutions will not be considered.
11.		Tender guarantee: Tenderers must provide a tender guarantee in an amount of not less than 2% of tender price, excluding value added tax (VAT) in euro when submitting their tender. The tender guarantee shall have validity of not less than 120 days from the date of opening the tenders. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties.
12.		Performance guarantee: The successful tenderer will be requested to provide a performance guarantee of 10% of the contract value in euro when signing the contract. This must be delivered within 28 days after signing the contract. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next lowest, compliant tender.
13.		Information meeting and/or site visit: An information meeting and site visit for prospective tenderers having obtained the tender dossier, will be held by the contracting authority and the consulting engineer, on 28.1.2004, at 10:00 hrs local time, at the premises of Komunala Novo Mesto d.o.o., Podbevskova ulica 12, 8000 Novo Mesto, Slovenia. Participation to the information meeting and site visit is recommended, but not compulsory.
14.		Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders.
15.		Maximum delivery period: The works must be completed within 1 080 days after the commencement date.

Selection and award criteria

Selection criteria: Tenders should be submitted only by companies and natural persons meeting the minimum qualifying criteria, including, but not limited to:

- a sole tenderer shall have the ability to carry out at least 70% of the contract works by his own means; in case of a joint venture/consortium the leading partner shall have the ability to carry out at least 50% of the contract works;

- the average of tenderer\'s (either a single company or joint venture/consortium) annual turnover in the years 2000, 2001 and 2002 shall be of at least 15 000 000 EUR;

- tenderer (either a single company or joint venture/consortium) access to credit line shall be of at least 1 000 000 EUR;

- successful experience as a prime contractor in construction of at least 4 projects of the same nature and complexity comparable to the tendered works during last 3 years; construction project of similar nature and complexity means execution of earthworks, execution of proofing and construction of road and communal infrastructure;

- successful experience as a designer of at least 3 projects of the same nature and complexity comparable to the tendered project during last 5 years; project of similar nature and complexity means project in the waste management field and/or rehabilitation of landfills, including necessary infrastructure.

17.

Award criteria: The Evaluation Committee shall select the tenderer whose tender has been determined to meet the administrative and technical criteria, and has the lowest price.

18. For the payments, the selling exchange rate issued by the Bank of Slovenia on the day of the publication of this procurement notice in the Official Gazette of the Republic of Slovenia is relevant. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed. Tenderers with questions regarding this tender should send them in writing to the Consulting Engineer SL Consult d.o.o. Trzaska cesta 118, 1000 Ljubljana, Slovenia, fax: 386 1 241 90 92 (mentioning the publication reference shown in item 1) at least 21 days before the deadline for submission of tenders given in item 19. The contracting authority must reply to all tenderers\' questions at least 11 days before the deadline for submission of tenders.
19.		Deadline for submission of tenders: The tenders must be delivered at the latest on 9.3.2004 at 10:00 hrs local time to the following address: Komunala Novo Mesto d.o.o., Podbevskova ulica 12, 8000 Novo Mesto, Slovenia. Any tender received after this deadline will not be considered.
