The Government of Turkey has received a grant (Global Environment Facility Trust Fund) from the International Bank for Reconstruction and Development(IBRD), and intends to apply part of the proceeds of this grant to payments for technical assistance under the contract for “Consulting Services for Technical Assistance of Protected Area Planning and Management in Igneada (Kirklareli) Project Site” for the Ministry of Environment and Forestry.
This contract includes a specialized service required to assist in effectively implementing the Biodiversity and Natural Resources Management Project (BNRMP), through Consultancy Services for Technical Assistance of Protected Area Planning and Management in Igneada (Kirklareli) Project Site.
The consultant will support Igneada Protected Area Management Authority (PAMA) in the development of effective, intersectoral participatory planning and management activities for the recently-negotiated Igneada core and buffer zones. The consultant will be primarily responsible for developing and finalizing an acceptable framework Participatory Protected Area Management Plan (PPAMP) and for implementing strategies and carrying out specific management actions aimed at addressing threats to priority conservation targets. This will be achieved through a participatory process involving all stakeholder groups in the area. The consultant will enable the BNRMP to explore issues of replication.
The objectives of this consultancy service are to:
Provide the Igneada PAMA the technical support and assistance required in finalizing of the Igneada management plan, developing the related micro-plans and assure the effective implementation of the developed plans.
Establish an effective collaboration between the Igneada Protected Area Management Authority (PAMA) and the team of the Consultant firm for the conservation of the project site by using experiences which integrate conservation and community development.
Monitor the achievements of the implementations and provide suggestions for necessary actions.
Project Management Team, Ministry of Environment and Forestry of Turkey now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture (JV) or a sub consultancy. In case of a JV, all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture.
Note that a firm shall submit only one EOI (Expressions of Interest) in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.
A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, (revised September 1997 and January 1999).
