This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 650 of 16 March 2005.
The Ministry of Agriculture and Rural Development has received a grant from the FSSP-TFF Trust Fund, and intends to use part of the grant to procure the following consulting services under three separate contract packages:
Contract Package No. 1: Regional Technical Assistance Team in Northern Region of Viet Nam
Contract Package No. 2: Regional Technical Assistance Team in Central Region of Viet Nam
Contract Package No. 3: Regional Technical Assistance Team in Southern Region of Viet Nam
The Regional TA Teams report to Viet Nam Conservation Fund (VCF) Secretariat and provide services for the period of 6 years (2005 - 2011). Regional Teams will include both national and international expertise. These services will include:
Providing support to Special Use Forest (SUF) management boards to assist in the preparation of Conservation Needs Assessments (CNA), Operational Management Plans (OMP) and grant applications to the VCF, as well as support for the implementation of grants
Ensuring quality control of CNAs and OMPs processes and outputs to ensure these are prepared in accordance with the Operational Manual of the VCF
Assist the VCF secretariat in monitoring grant and OMP implementation, progress in strengthening management effectiveness of management boards and progress in reducing threats at each site receiving VCF support
Within the context of the VCF, develop the capacity of management board in key skills areas
Provide quality technical assistance to management boards and other relevant authorities with responsibility for SUF management. This should be focused on capacity – building and assisting management boards to develop co-management arrangements with local stakeholders
The VCF Secretariat now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (e.g. brochures, organizational CVs, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Each consultant/association may apply for maximum two contract packages. Consultants must specify clearly in their Expression of Interests which contract package(s) they are applying for. Applicants for two contract packages should provide supporting information to demonstrate their qualifications for performing the services under both packages concurrently.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised in May 2002).
Eligible consultants may include:
Independent National and International Consulting Firms
International or National NGOs
Semi-government Academy Agencies not belonging to MARD establish that: (a) legally and financially autonomous, and (b) operate under commercial law
