The Socialist Republic of Viet Nam has received a credit from the International Development Association (IDA) in various currencies toward the cost of the Viet Nam Three Cities Sanitation Project, and intends to apply part of the proceeds of this credit to eligible payments under contract No. CWEP-1:
Wastewater Treatment Plant and Sewerage for Ha Long City.
The Project Management Unit of the Quang Ninh Sub-project now invites sealed bids from eligible bidders for the implementation and completion of the cited contract.
The contract includes the following construction works in Ha Long City, Quang Ninh Province, Viet Nam.
7,000 m3/d wastewater treatment plant at Hon Gai using a sequencing batch reactor (SBR) activated sludge biological treatment preceded by screening and grit removal and followed by maturation ponds
Approximately 3.5 km of sewage pressure pipeline, 100 to 500 mm dia.
8 underground sewage pumping stations with capacities from 630 to 7,000 m3/d
Approximately 10 km of combined gravity sewers and interceptors, 300 to 800 mm dia. including storm overflow chambers
The whole works are required to be completed within 20 months.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997, and January 1999), and is open to all eligible bidders as defined in the guidelines and the Development Credit Agreement.
Government-owned enterprises in Viet Nam may participate only if they can establish that they (i) are legally and financially autonomous, (ii) operate under commercial law, and (iii) are not dependent agencies of the borrower or sub-borrower. Military and/or Public Security units and/or firms under the Ministries of Defense and Public Security are not allowed to participate.
As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/pooling), and submission of counterfeit supporting documents) in competing for, or in executing, a World Bank-financed contract will be declared ineligible, either indefinitely or for a stated period of time, from being awarded any contract financed by the World Bank
To be awarded the contract, bidders shall meet the qualification criteria stated in the bidding documents. Qualified domestic bidders may be eligible to receive a margin of preference of 7˝ per cent in bid evaluation.
Interested eligible bidders may obtain further information from and inspect the bidding documents at the Project Management Unit at the address below during office hours from 0800 to 1130 hours and from 1330 to 1630 hours, Monday through Friday. A complete set of bidding documents in English may be purchased by interested bidders from 22 August 2005 on the submission of a written application to the address below and upon payment of a non-refundable fee of D 4,700,000 or US$ 300. The method of payment will be by cash, check or transferring/depositing the above amount into the PMU’s bank account No. 944.02.02.00.21 at Quang Ninh Treasury.
The bidding documents may be received directly at the address below or sent by a courier service on the bidder’s specific request and upon payment of an additional non-refundable fee of D 320,000 or US$ 20 for domestic delivery within Viet Nam or D 1,570,000 or US$ 100 for overseas delivery. The Project Management Unit will not be responsible for loss or late delivery of the bidding documents.
Bids must be delivered to the address below by 1400 hours (Viet Nam time) on 20 October 2005. All bids must be accompanied by a bid security of US$ 100,000, or an equivalent amount in Viet Nam Dong or another freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives who choose to attend at the address below at 1400 hours (Viet Nam time) on 20 October 2005.
