The Islamic Republic of Iran has received financing in the amount of US$ 224 million from the World Bank toward the cost of the Northern Cities Water Supply and Sanitation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Islamic Republic of Iran at a total cost of US$ 343.5 million.

The project aims for the extension of water supply and wastewater collection and disposal systems in Rasht and Anzali (Guilan province), Sari and Babol (Mazandaran province). The project is formulated to serve a population of about 1, 0.25, 0.4 and 0.3 million, respectively. These are scheduled to be implemented in four phases, and the project under consideration covers works proposed under Phase 1 as follows:

(i) Water and wastewater networks in the cities of Rasht and Anzali -Gulian province: This includes collection and treatment of wastewater and improvement of the water supply system. The activities include new house connections, construction of laterals, interceptors, and trunk mains; pump/lift for the wastewater network in both cities; upgrading the wastewater treatment plants in Rasht & Anzali in addition to a study and an investment program for septage management from unconnected houses.

The activities under the water supply include extension and rehabilitation of primary and secondary distribution piping, and additional ground storage. There will also be a program to improve operational efficiency and reduce unaccounted-for water (including instrumentation for automation, operation and maintenance equipment).

(ii) Mazandaran province- cities of Sari and Babol: This includes collection and treatment of wastewater and improvement of the water supply system. The activities include new house connections, construction of laterals, interceptors, and trunk mains; pumping stations, an outfall in Sari, upgrading the wastewater treatment plants in Babol; the construction of the first module of the Sari wastewater treatment plant (23,200 mł/day); rehabilitation and upgrade of the wastewater treatment plant currently under construction in Babol. in addition to a study and an investment program for septage management from unconnected houses.

The activities under the water supply include extension and rehabilitation of primary and secondary distribution piping, and additional ground storage. There will also be a program to improve operational efficiency and reduce unaccounted-for water (including instrumentation for automation, operation and maintenance equipment).

(iii) Design and supervision services for water and wastewater works.

(iv) Environmental Monitoring System, studies in the sector and technical assistance on leak detection measures.

(v) Strengthening the two WWCs and training: this sub-component includes several specialized training activities and targeted technical assistance for the water companies.

(vi) Project Management: this component is targeted to recruit individual consultants and firms to assist in the management of the project at the water companies.

Implementation and procurement activities will be carried out by: (i) the provincial WWC for Guilan for the two project cities of Rasht and Anzali; and (ii) the provincial WWC for Mazandaran for the two project cities of Sari and Babol.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.

Prequalification of suppliers and contractors will be required for the following contracts:

(i) Any works contract requiring tunneling with a value more then US$ 10 million
(ii) Construction and installation of the two new treatment plans
