This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 530 of 16 March 2000 and most recently updated in No. 673 of 28 February 2006.

The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of the Municipal Water and Wastewater Project, and intends to apply part of the proceeds of this loan to payments under a contract for reconstruction of water treatment plant in the city of Rostov-na-Donu.

The National Foundation for Housing Reform (NFHR) acting on behalf of Rostov-na-Donu Vodokanal now invites sealed bids from eligible bidders for the procurement of works for reconstruction of water treatment plant in the city of Rostov-na-Donu, which include preparation works; replacement of construction structures; procurement and installation of lifting equipment, pipelines, and shutoff fittings; execution of electro technical works, works on installation of CMD and automation, works on laying the in-site communications.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank`s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from the NFHR and inspect the bidding documents at the address below during workdays from 1000 to 1700 hours. The bidding documents will be available after 15 July 2006.

A complete set of the bidding documents in the English language may be received by interested bidders on the submission of a written application to the address below.

Bids must be delivered to the address below on or before 1400 hours (Moscow time) on 22 September 2006 and must be accompanied by a bid security in the amount of US$ 110.000 or an equivalent amount in Rub or in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders’ representatives who choose to attend at 1400 hours (Moscow time) on 22 September 2006 at the address below.
