Romania has applied for financing from the World Bank toward the cost of the Municipal Services Project, and intends to apply part of the proceeds for consultant services. The Municipal Services Project comprises three components. One component, namely Project Preparation for the EU financing includes technical advisory services for the preparation of project applications in the field of municipal water and wastewater infrastructure at county level. Prepared projects will be submitted to the EU for Structural and Cohesion Fund financing.

This consulting assignment will be carried out in two phases:

Phase 1: Preparation of project applications (data collection and the assessment of the current situation, development of a Master Plan for municipal water and wastewater system at the regional level to identify all investment needs, detailed feasibility study and an institutional analysis, preparation of the respective environmental impact assessment study and the financial analysis, preparation of an application form to seek EU Cohesion and Structural Funds) and institutional strengthening to foster the efficient management of water & wastewater investments, including training for the Ministry of Environment and Water Management (MoEWM) and for the local/regional authorities.

Phase 2: Elaboration of the complete tender dossiers for services, goods and works contracts required for the implementation of the feasibility studies carried out under Phase 1. This task will result in a complete set of tender documents for all foreseen contracts. The tender dossiers will be in compliance with the national procurement rules applicable in Romania after accession to the EU.

This consulting assignment will be split into two contracts:

1. Consulting services for Braila, Vrancea, Galati, Ilfov, Ialomita and Constanta counties.

2. Consulting services for Bistrita-Nasaud, Arad, Sibiu, Bihor, Mehedinti, and Dolj

The consultants can express their interest only for one of the two above mentioned contracts and shall clearly identify the specific contract name in the expression of interest. The estimated implementation period for each contract will be 22 months. The MoEWM through its General Directorate for Management of Structural Funds now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information demonstrating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Desirable experience that would be considered most relevant to the assignments would include:


Preparation of project applications for EU financing in water/wastewater field, institutional strengthening for central/local authorities, preparation of tender dossiers for services, goods and works contracts

Preparation of applications for at least two major infrastructure investment projects (serving at least 100.000 inhabitants) including all the supporting documents consistent with the description in Phase 1; each project must contain at least the Master Plan and Feasibility Study

Capacity building for central/local authorities in the field of water & wastewater management

Preparation of tender dossiers for the services, goods and works contracts in the field of water and wastewater; the works contracts are made in accordance with FIDIC or equivalent requirements

Applicants can be an individual company or a Joint Venture/consortium and consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
