The invitation for pre-qualification follows the general procurement notice published in UN Development Business No. 672 of 16 February 2006 and in dgMarket on 24 of January 2006.

The Ministry of Public Finance has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Municipal Services Project, and it intends to apply part of the proceeds toward payments under the Urban Services in Bucharest Municipality Project for contracts regarding construction and rehabilitation of the water, sewerage, drainage and associated urban roads network systems in the Bucharest city. The project will be jointly financed by the Municipality of Bucharest.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all eligible applicants as defined in the guidelines.

The Municipality of Bucharest intends to pre-qualify contractors and/or firms for the following civil works contract:

Description of works: Water supply (33.1 km), sewage (28.9 km), drainage (5.4 km) and road paving (24.9 km)

The works envisaged to be performed under this contract shall mainly include construction and rehabilitation of the water, sewerage, drainage and associated urban roads network systems.

It is expected that invitations for bid will be made at the beginning of October 2006.

Contract for works are expected to be signed at the end of December 2006.

For this contract the construction period is 36 months and the defects liability period is 24 months.

Pre-qualification and bidding for this contract to be financed from the proceeds of the World Bank loan are open to firms and joint ventures from all countries. The proceeds of the loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Interested eligible applicants may obtain further information from and inspect the prequalification document at the Municipality of Bucharest at the address below during office hours (i.e. 0900 to 1600 hours). A complete set of the prequalification document in English language may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of EUR 150 equivalent in RON (excluding VAT) using the National Bank of Romanian EUR/RON exchange rate applicable at the date of payment, by bank transfer to the Municipality of Bucharest’s accounts with Bank: Bucharest City Treasury (Trezoreria Municipiului Bucuresti) IBAN CODE for RON: COD IBAN RO 70TREZ70021360250XXXXX. The firms have to take into consideration that the banks (both those of the tenderers’ countries and the Romanian Banks) levy some commission, deductible from the transferred amounts, and these fees are not in Municipality of Bucharest’s charge. If requested, the documents will be promptly dispatched by courier, but the Municipality of Bucharest’s accepts no liability for loss or late delivery. Firms, which require the pre-qualification documents to be sent to them by courier, will be required to pay for the cost of such delivery.

Only firms or joint ventures that purchase the pre-qualification documents will be considered for pre-qualification.

Applications for pre-qualification should be duly completed, submitted in sealed envelopes in one original and two copies, and delivered to the Municipality of Bucharest’s headquarter at the address below on or before 1000 hours (Romanian time) on 25 September 2006.

Documents, which are received late, shall be rejected and returned unopened at the completion of the pre-qualification exercise.
