Vláda Republiky Kyrgyzstán obdržela grant od IDA (Mezinárodní asociace pro rozvoj) ve výši ekvivalentu 19 mil. USD a od vlády Japonska ve výši 4,4 mil. USD na financování projektu řízení vodohospodářství a jeho část hodlá použít na konzultantské služby týkající se kapacitní výstavby v oblasti řízení problematiky dostupnosti a dostatečnosti vodních zdrojů. Trvání kontraktu se předpokládá na 5 let.

The Kyrgyz Republic has received grants from the International Development Association (IDA) (US$ 19 million equivalent), and a grant from the Government of Japan (US$ 4. 4 million) toward the cost of the Water Management Improvement Project, and intends to apply part of the proceeds for consultant services for capacity building toward achieving sustainable and efficient water resources management, with an expected contract duration of four years.
The main tasks proposed for carrying out under the project consulting services include the following:
1. Assist government with the implementation of the new Water Code, including the establishment and support to the State Water Administration, River Basin Councils, and Basin Water Administrations through a carefully phased program; preparation of a National Water Strategy and Basin Water Plans; and rehabilitation of the hydro-meteorological network.
2. Develop and implement proposals to reform the Department of Water Resources, with focus on technical and financial performance, turning it into an efficient and client-oriented bulk water supply and management organization.
3. Support further WUA development, with emphasis on water management, and assist with the establishment of Pilot Federations of WUAs.
4. Develop information and dissemination programs related to water resources management.
The Department of Water Resources now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 edition.
