Anotace tendru:

Jaderná elektrárna Kola provozuje systém na odstranění radionuklidů z kalu produkovaného odpařovačem a solných krystalických nánosů. Tento proces zahrnuje oxidační fázi a filtrační fázi. Oxidace se dosahuje ejekcí ozónu do tekutého radioaktivního odpadu. Filtrace se používá k oddělení (nerozpustných) radioaktivních oxidačních produktů od kapalné fáze. Některá ze zařízení v současném provozním systému nesplňují výkonnostní požadavky z hlediska spolehlivosti nebo z hlediska efektivnosti. Vybavení, které má být dodáno, bude použito koncovými uživateli k výměně tohoto špatně fungujícího zařízení.

Dodávka obsahuje 2 položky:
Rozsah dodávky pro položku č. 1: zařízení na generování kyslíku a ozónu, obsahuje:
— vzduchový kompresní systém,
— systém generující kyslík,
— systém generující ozón,
— všechna potrubí pro vzájemné propojení výše uvedených systémů,
— všechny ventily (izolační, kontrolní a bezpečnostní ventily) potřebné pro provoz výše uvedených systémů,
— všechna elektrická zařízení související s výše uvedenými systémy,
— všechno I&C vybavení potřebné pro místní provoz výše uvedených systémů.
Rozsah dodávky pro položku č. 2: zařízení pro ejekci ozónu a filtraci tekutého radioaktivního odpadu obsahuje:
— ejektorový systém,
— systém předběžné filtrace,
— filtrační systém,
— všechna potrubí pro vzájemné propojení výše uvedených systémů,
— všechny ventily (izolační, kontrolní a bezpečnostní ventily) potřebné pro provoz výše uvedených systémů,
— všechna elektrická zařízení související s výše uvedenými systémy,
— všechno I&C vybavení potřebné pro provoz výše uvedených systémů.

Contract specifications

6. Description of the contract:
KOLA NPP operates a system for the removal of radionuclides from evaporator concentrate decantates and salt crystalline deposits. This process consists of an oxidation phase and a filtration phase. Oxidation is achieved by ozone ejection into the liquid radwaste. Filtration is applied to separate the (non-soluble) radioactive oxidation products from the liquid phase. Some of the equipment in the currently operating system does not meet the needed performance requirements in terms of reliability or in terms of efficiency. The equipment to be supplied will be used by the end-user to replace this malperforming equipment.
7. Number and titles of lots:
The supply consists of 2 lots.
The scope of supply of lot No 1: oxygen and ozone generation equipment contains:
— air compressing system,
— oxygen generating system,
— ozone generating system,
— all pipes, needed for the interconnection of the above-mentioned systems,
— all valves (isolation, control and safety valves), needed for the operation of the above systems,
— all electrical equipment related to the above-mentioned systems,
— all I&C equipment, necessary for the local operation of the above-mentioned systems.
The scope of supply of lot No 2: ozone ejection and liquid radwaste filtration equipment contains:
— ejector system,
— pre filtration system,
— filtration system,
— all pipes, needed for the interconnection of the above-mentioned systems,
— all valves (isolation, control and safety valves), needed for the operation of the above-mentioned systems,
— all electrical equipment related to the above-mentioned systems,
— all I&C equipment, necessary for the operation of the above-mentioned systems.

Terms of participation

8. Eligibility and rules of origin:
Participation is open to all legal persons, participating either individually or in a grouping (consortium) of tenderers which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see point 22 below). All goods supplied under this contract must originate in 1 or more of these countries. Participation is also open to international organisations. Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
9. Grounds for exclusion:
Tenderers must submit a signed declaration, included in the tender form for a supply contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the `Practical guide to contracts procedures for EC external actions`.
10. Number of tenders:
Tenderers may submit only 1 tender per lot. Tenders for parts of a lot will not be considered. Any tenderer may state in their tender that it would offer a discount in the event that its tender is accepted for more than 1 lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier.
11. Tender guarantee:
Tenderers must provide a tender guarantee of EUR 20 000 for lot 1 and EUR 15 000 for lot 2 when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
12. Performance guarantee:
The successful tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender.
13. Information meeting and/or site visit:
No information meeting is planned.
14. Tender validity:
Tenders must remain valid for 90 days after the deadline for submission of tenders.
15. Period of implementation:
From contract signature until the provisional acceptance certificate signature.

Selection and award criteria

16. Selection criteria:
The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial capacity of tenderer (based on i.a. item 3 of the tender form for a supply contract)
a) The average annual turnover of the tenderer for the last 3 completed accounting years (2004, 2005 and 2006) must exceed the financial proposal of the tenderer or the cumulative financial proposal in case the tenderer is bidding for more than 1 lot.
2) Professional capacity of tenderer (based on i.a. items 4 and 5 of the tender form for a supply contract)
a) For each lot, has at least 10 staff working in the field related to this project.
3) Technical capacity of tenderer (based on i.a. items 5 and 6 of the tender form for a supply contract)
a) For each lot, the tenderer has successfully implemented (equipment delivered) at least 3 contracts for a project related with similar systems in the past 5 years (as contractor or consortium leader), of which at least 1 project with a budget of equal or higher than EUR 300 000.
b) For lot 2, the tenderer has successfully implemented (completely) at least 1 project for a system to be installed in a nuclear classified end-user in the past 5 years.
c) For tenderers (leader and consortium members if any) and manufacturers, certification of quality assurance according to ISO 9001-2000 standard or equivalent or evidence of their intention of obtaining this certificate.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities must respect the same rules of eligibility and notably that of nationality, as the economic operator.
