Anotace tendru:

Společnost Archangelsk Vodokanal, obecní vodohospodářská společnost, hodlá použít část prostředků poskytnutých Evropskou bankou pro rekonstrukci a rozvoj (EBRD) na nákup dodávek pro rekonstrukci pěti čerpacích stanic odpadních vod v rozsahu projektu, dodávek zařízení, instalace a uvedení do provozu. Předpokládaná doby výstavby je 18 měsíců. Vhodní zájemci o účast ve výběrovém řízení, kteří splňují níže uvedná kritéria, mohou získat kompletní tendrovou dokumentaci na zákad písemné žádosti po zaplacení nevratného poplatku ve výši 300,- EUR nebo ekvivalentu ve volně směnitelné měně na níže uvedené adrese, kde je též možno získat více informací o projektu, případně nahlédnout do tendrové dokumentace. Nabídky musí být doručeny na níže uvedenou adresu nejpozději do 9. listopadu 2007 do 15:00 hodin místního času. Spolu s nabídkou musí být poskytnuta záruka za nabídku ve výši 100.000,- EUR.

This invitation for tenders follows the general procurement notice for this project published in Procurement Opportunities (Ref: 5195-GPN-20699) on 1 February 2006 and updated on 9 March 2007.

Arkhangelsk Vodokanal, the municipal water utility owned by the City of Arkhangelsk (employer) intends to apply part of the proceeds of a grant from the Northern Dimension Environmental Partnership (NDEP) toward the cost of the Arkhangelsk Municipal Water Services Development Project.

The employer now invites sealed tenders from contractors for the contract which involves the reconstruction of five wastewater pumping stations within the scope, including development of design and working drawings; supply, installation and commissioning of plant and equipment; repair and construction works.

The anticipated time for completion is 18 months.

Tendering for contracts to be financed with the proceeds of a grant from NDEP is open to firms from EU member countries, Norway, Canada and EBRD countries of operations. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the United Nations Charter.

In order to qualify for award of the contract, a tenderer must meet the following qualifying criteria:
--The annual turn-over for the last three years should not be less than € 5 million/year or equivalent.
--The tenderers are requested to provide a list of no less than three contracts of a similar nature and complexity as the contract in question, undertaken during the last five years. At least one contract should be completed in similar climate conditions.
--The tenderers should demonstrate that they have established or would establish on completion of facilities the service facilities within the Russian Federation or would have a contract with an agent, who would be able inter alia to deliver spare parts to the employer within two weeks.
-- The tenderer should have access to, or have available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to bear costs associated with the execution of the works under the contract for a period of three months, estimated as no less than € 500,000 equivalent.
--The Tenderer should have or obtain prior to the contract award all required licenses to perform design/engineering and construction works in the Russian Federation.
--Candidate for the tenderer’s proposed project manager must have no less than ten years total experience, five years experience of similar work, and three years in a similar position.
