This general procurement notice updates that published in UN Development Business No. 601 of 28 February 2003.
The Russian Federation received a loan from the International Bank for Reconstruction and Development in the amount of US$ 110 million equivalent toward the cost of the Environmental Management Project (EMP), and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project.
The National Pollution Abatement Facility, aimed at strengthening of financial delivery mechanisms required to address priority environmental management investments, is the major remaining component of the EMP.
Within the framework of the NPAF, the following investment initiatives have been identified and approved for financing:
Sub-project TPP-1: Creation of Closed Water-supply System at Baikalsk Pulp and Paper Mill (PPM) to Eliminate Industrial Wastewater Discharges into the Lake Baikal envisages the up-grading of equipment at the Baikalsk Pulp and Paper Mill, located at the shore of Lake Baikal. The plant has a production capacity of 200,000 tons/year, and in order to allow for a continued operation the plant must cease the discharge of waste water, and completely recycle the waste water after treatment. One fundamental change is to switch from bleached pulp to unbleached pulp. In order to enable that closed water system, several changes in the production process are needed.
Sub-project TPP-11: Reduction of Energy Consumption at Cardboard Production and Utilization of Bark-wood Waste at Arkhangelsk PPM provides for the development of technological process for utilization of bark-wood waste in the bark boiler-house, with the aim of reducing coal and mazut use as well as decreasing polluting substances and greenhouse gas emissions.
Sub-project TPP-9: Bark-wood Waste Recovery and Reduction of Power Consumption for Cellulose Production at Solombala PPM has the objective to enhance the environmental conditions at the site through reconstruction of power boiler and black liquor regeneration shops.
Sub-project TPP-10: Reconstruction of the Boiler-house and Bark Preparation Unit at the OJSC \"Pulp Plant \"Pitkyaranta\" for complete recuperation of Bark-wood Waste and Reduction of Adverse Environmental Impact is directed toward modernization of the evaporator plant and black liquor regeneration line.
Sub-project TPP-12: Reduction of Environmental Impact from Kotlas Pulp and Paper Mill Through the Replacement of Evaporation Station focuses on the replacement of two obsolete evaporating stations with one new plant with evaporating capacity of about 600t/hour. The main objectives of the investment are to cut operating costs for energy, chemicals and fresh water consumption, and to reduce pollution, resulting in lower environmental charges.
The following goods and works are expected to be procured under the above sub-projects:
Wood room, including defrosting unit, debarking drum, chipper, conveyers, etc. (machinery for paper or paperboard production)
Cooking plant, including mechanical equipment for digester rebuilding, pipelines, fittings, electric equipment and automatic controls (electrical equipment and apparatus)
Washing shop, including wash presses, pumps, electrical equipment, control and automation devices (water pumps)
Screen room, including pulp screens, pumps, electrical equipment, control and automation devices (machinery, equipment, appliances, apparatus and associated products)
Vacuum pump for the drying machine (vacuum pumps)
Power equipment (machinery for the production and use of mechanical power)
Equipment for green liquor sludge dewatering (sludge-processing equipment)
Surface condensers and vacuum pumps for the evaporating stations (machinery for the production and use of mechanical power)
Equipment for reconstruction of sludge treatment shop and recycling water supply system, including flotators, pumps, pipelines, cooling towers, filters, fittings, management information system (general-purpose machinery)
Sewage treatment equipment, including augers, turbine, reactors of ozonization, filter presses, hydrocyclones (machinery, equipment, appliances, apparatus and associated products)
Works for replacement of boiler system (construction work)
Pulp washing equipment and related works (miscellaneous special-purpose machinery)
Works for reconstructuring of bark-wood waste preparation unit (construction works)
Equipment for reconstruction of electrofilter and related works (parts of general-purpose machinery)
Liquor concentrator and auxiliaries (machinery, equipment, appliances, apparatus and associated products)
Economizer (machinery, equipment, appliances, apparatus and associated products)
Electrofilter (machinery, equipment, appliances, apparatus and associated products)
Evaporation station and auxiliary equipment (machinery for paper or paperboard production)
Individual items of goods may be combined into larger lots following the implementation schedule agreed upon at a later stage of the procurement process. Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.
Specific procurement notices for contracts to be bid under the World Banks international competitive bidding (ICB) procedures will be announced, as they become available, in UN Development Business, DG Market, and local newspapers. It is possible, however, that some packages described above will be procured under procurement methods other than ICB and, therefore, no further notices might be published. Accordingly, interested eligible bidders are encouraged to not merely express their interest in receiving an invitation to bid under the ICB procedures, but also furnish relevant information on their qualification to perform such contracts, enabling the contracting authority to prepare lists of potential suppliers under different procurement methods.
