Construction Of Wastewater Sludge Pumping Station And Personnel Training
This notice follows the General Procurement Notice for this project published on the Ebrd Website dated 29 July 2005.
Municipal Unitary Enterprise «Syktyvkarskiy Vodocanal» of Syktyvkar City District Municipality, has received a loan from the European Bank for Reconstruction and Development (Bank) and a grant from the Northern Dimension Environmental Partnership Support Fund (NDEP) towards the cost of Syktyvkar Municipal Water Services Development Project. On the part of Russia, Municipal Unitary Enterprise «Syktyvkarskiy Vodocanal» shall co-finance the components of the project from own funds.
The project site is located near the city of Syktyvkar.
At present time Municipal Unitary Enterprise «Syktyvkarskiy Vodocanal» invites companies and subcontractors to produce sealed tender proposal for contract, the description follows below.
The following contract to be funded from part of the proceeds of the loan:
Lot S8: Construction of Wastewater Sludge Pumping Station and Personnel Training
The contract comprises design, supply of equipment, construction and materials, civil and erection works, installation, setting-up, commissioning and Training of Employer’s personnel. Expected time for completion is 150 days.
Procurement shall be limited to goods and services produced in or supplied from the countries of the Contributors of NDEP or the Countries of the EBRD operations. Upon proposal by the Fund Manager, the Assembly may determine whether there are special circumstances that would make it appropriate to authorise procurement from sources other than those referred to above. Current contributors include the EU countries, Canada, Norway and Russia.
To be qualified for participation in the tender, the tenderer must satisfy the following minimum criteria:
A. Average annual turnover as Prime contractor (defined as billing for works in progress and completed) over the last 4 years of € 1,5 million equivalent;
B. General and specific experience as a successful prime contractor in the execution of at least three projects within the last 5 years which included design and build of pre-fabricated waste-water sludge pumping stations with capacity of not less than 6,000 m3/day and with minimum contract amount 120 thousand EURO;
c. The tenderer or his sub-contractor shall have or, if does not have at the time of tendering, if he is awarded the contract the tenderer will have to obtain a License for Design work and Construction work and all other works in Russia relevant to the above Project to Contract signing within 20 days of the Contract award;
d. The tenderer shall have or, if does not have at the time of tendering, if he is awarded the contract the tenderer will have to obtain a License of Prime Contractor to Contract signing within 20 days of the Contract award;
e. The tenderer shall be registered or, if not registered at the time of tendering, if he is awarded the contract the tenderer will have to register with the Russian Tax Authorities within 1 (one) month after signing the Contract if necessary.
The Contract will be co-financed by the Northern Dimension Environmental Partnership Support Fund (NDEP) and Development and Municipal Unitary Enterprise «Syktyvkarskiy Vodocanal» of Syktyvkar City District Municipality.
Tendering for contract will be based on the EBRD’s Procurement Policies and Rules.
The proceeds of the Bank`s loan will not be used for payments to persons or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
Starting from 02, February, 2007 the Tender Documents (in English with Russian translation) may be obtained from the address below upon written request and payment of a non-refundable fee of Three Hundred Euro (EURO €300) (VAT including) or equivalent in a convertible currency or in Russian Roubles (only for Russian Tenderers) at the exchange rate determined by the Central Bank of the Russian Federation on the date of payment.

The documents may be picked up at the address listed below or can be sent by courier in electronic version on CD in PDF format (for text) and Excel format (for price schedules) at the recipients expense to the address listed on the written request mentioned above.
If requested, the documents will be promptly dispatched by airmail, but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a Tender Security of EURO 2,000 or its equivalent.
The Tender documents must be duly completed and delivered to the address below, on or before 23, March, 2007 of Moscow time 15.00PM at which time they will be opened in the presence of those tenderers who choose to attend. The tender documents should be submitted both in paper and electronic (CD) identical versions. All the price schedules should be fulfilled and saved in Microsoft Excel format. Documents, which are received late will be rejected and returned unopened.
The tenderer is advised to attend pre-tender meeting which will be held on 06, March, 2007.
