Turecká ILLER BANK obdržela půjčku od IBRD v rámci struktur Světové banky (WB) půjčku pro účely projektu rozvje obecních služeb a část těchto prostředů hodlá použít na financování projektu výstavby kanalizačního systému a rehabilitace vodovodní sítě ve městě Antalya. Menší část prostředků pak bude použita na předmět tohoto výběrového řízení, kterým je „výstavba a rehabilitace vodovodní sítě a odpovídající napojení na domácnosti v zóně 6 a 7 (Contract No. ASAT W3/S12)“. This invitation for bids follows the general procurement notice that appeared in UN Development Business No.659 of 31 July 2005.
ILLER BANK has received a Loan from IBRD for use in Municipal Services Project and allocated a portion of this credit to General Directorate of ASAT (hereinafter it is referred to as “Sub-Borrower”/“Employer”) for financing “Antalya Sewerage System Construction and Water Network Rehabilitation Project”. Sub-Borrower intends to use a portion of the loan for appropriate payments, as per the provisions of Sub- Loan Agreement, under “Construction and Rehabilitation of Water Network and Relevant House Connections Zone 6 and 7, (Contract No. ASAT W3/S12).
The General Directorate of Antalya Water and Wastewater Administration represented by ALDAS Infrastructure Management and Consultancy Inc. now invites sealed bids from eligible and qualified bidders for the construction of 24.7 km of 1000 mm diameter water transmission line (steel) and 3.4 km of 500 mm diameter water transmission line (steel) between Termesos and Varsak Reservoirs, 28.3 km of polyethylene water network in various diameters in Odabasi, Kirisciler, Duzlercami, Ciglik and Dosemealti regions, Antalya. The construction period is 12 months.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

Post-Qualification requirements include the following:
(i) The minimum required average annual turnover for the successful Bidder for civil works in, 2002, 2003, 2004, 2005 and 2006 is US$ 15,000,000. It is necessary that turnover figures declared by the bidder(s) are substantiated by interim payment certificates and/or other documents and certificates acceptable to the client. The works completed by the Expiry Date for Bid Submission in 2007, shall be included in the works completed in 2006.
(ii) The contractors shall, as the main contractor or as a J.V. partner, have completed successfully the construction of: (a) at least 30 km of water transmission line and/or sewerage pipeline and/or storm water pipeline and/or steel natural gas pipeline with minimum diameter of 500 mm separately or in combination; and (b) at least totally 60 km of networks or collectors on any or combination of the potable water, sewerage , storm water , natural gas distribution network with all types of pipe materials all at least with a diameter of 100 mm or above.
To reach the total amount of at least 90 km of pipeline construction; the extras above the minimum requirement for above paragraph (a) shall count for the deficit of the required amounts in paragraph (b) but the extras above the minimum requirement for above paragraph (b) shall not count for the required amounts in paragraph (a).
The above requirements shall be authenticated as per the contract documents, during the last 10 years (1997 to 2006). Works completed in 2007 shall be included in 2006, Similar works either locally or abroad, for the public sector or private sector, provided that these similar works be substantiated by work completion certificates, or commissioning reports of final acceptance reports issued by the Owner of the Works, in total, under a single contract package or multiple contract packages. Works completed in the capacity of a subcontractor shall not be considered.
Irrigation pipeline construction is not acceptable.
The ongoing similar works shall be considered on condition that 70% thereof has been completed financially by the bid submission date and that there is no dispute between the parties.
(iii) The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be US$ 3,500,000. If the amount of liquid assets given in currency other than US dollars for the purpose of verification the amount given by the bidders shall be converted to US dollars by using the cross currency rates issued by the Central Bank of the Republic of Turkey 28 days prior to final bid submission date.
(iv) If the bidder is a Joint Venture, declaration of Joint Venture and other documents and requirements referred to in Documents for Invitation to Bid shall be provided. However; for qualification of a Joint Venture, each partner shall meet at least 25% of minimum criteria referred to in (i), (ii) and (iii) herein above, whilst the Pilot (Leading) Partner meets 40% of these criteria. In all cases, all partners must attain at 100% in total.
(v) The successful bidder shall provide the key staff in adequate quality and quantity and all equipment required for satisfactory completion of the work.
(vi) Declaration by each bidder (local bidder) that the bidder is not prohibited from participating in procurements for goods and services.
(vii) Information on any lawsuit to which the Bidder has been a party in relation with the works he has been committed to during the last five years.
(viii) If the bidder is a Joint Venture, declaration of joint venture and other documents referred to in invitation to bid shall be presented.
The bidders may obtain further information which they may require for preparation of bid documents, and may review documents available at the following address of ALDAS during working hours (0900 to 1700 hours).
The bidders may, upon written application to the following address, purchase the Tender Documents, in Turkish and English, at 600 YTL or Euro 340 each (VAT Included) which is to be deposited at YTL account No. 2020400 of the General Directorate of Antalya Water and Wastewater Administration in 100. Yil Branch of Vakiflar Bank – (Branch Code: 313), or at Euro account, Tekstil Bank Inc. Antalya Branch, Branch Code: 46, Account No. 447403-4, referring also to Contract No. ASAT W3/S12. The fee deposited for purchasing the Tender Documents shall by no means returned. Tender Documents may be delivered by courier if requested upon submission of a Bank receipt if cargo cost born by the receiver.
Submitted Bids shall be valid for 120 calendar days from the date of bid opening and shall be delivered together with a bid security in the same currency with the bid currency or in any other convertible currency, and in the sum equal to minimum 2.5 per cent of the bid price for the contract package, at the following address not later than 1400 hours (local time) on 8 January 2008. Bids submitted via e-mail shall be disqualified. Bids submitted later than the specified date and time shall be rejected. They shall be opened at 1415 hours (local time), in the presence of representatives of bidders, at the same address of delivery.
