This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 606 of 16 May 2003. The Government of the Azerbaijan Republic has received a credit from the International Development Association toward the cost of the Urgent Environmental Investment Project, and intends to apply part of the funds to cover eligible payments under the contract for the clean-up of oil contaminated land. Bidding is open to all bidders from eligible source countries as defined in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits. SOCAR’s Oil Clean-up Component Implementation Unit (CIU), on behalf of the Project Implementation Unit (PIU) at the Ministry of Environment and Natural Resources, invites sealed bids from eligible bidders for the above contract, entitled “clean-up of oil contaminated land”. Interested eligible bidders may obtain further information from SOCAR’s oil clean-up Component Implementation Unit (CIU) and inspect the bidding documents at the address below from 1000 to 1700 hours. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 50. The documents will be sent by international courier or delivered by hand. The method of payment will be a wire transfer or direct deposit to SOCAR’s bank account. Details of the bank account into which payment shall be made are as follows: Foreign Investments Division, Tax ID – 990001646, International Bank of the Azerbaijan Republic, code 805250, account No. 324301 US$ 3038-01 Swift code IBAZAZ2X, 324301 USD 3038-02 Bids shall be valid for a period of 90 days after bid opening and must be accompanied by security of US$ 50,000 or its equivalent in other freely convertible currency or in the national currency (AZM), and shall be delivered to the office of SOCAR’s Oil Clean-up Component Implementation Unit (CIU) (31 Neftchilar Avenue 370001, BAKU Azerbaijan Republic) on or before 1500 hours (local time) on 10 October 2003, at which time they will be opened in the presence of the bidders who wish to attend.
