This request for expressions of interest follows the General Procurement Notice for this project that appeared in UN Development Business No. 644 of December 16, 2004.

The Government of Romania has received a loan from the International Bank for Reconstruction and Development (IBRD) in the amount of US$ 120 million equivalent toward the cost of the Mines Closure, Environmental and Socio-Economic Regeneration Project (MCESERP), and intends to apply part of the proceeds for consultant services, including Public Information (PI) services under Socio-Economic Regeneration (SER) subcomponent of the project being under responsibility of National Agency for Development of the Mining Regions (AZM), as implementing Agency.

The development objective of the project is to strengthen the Government’s ability to undertake mining sector reform by: (i) building MEC capacity for closing uneconomic mining enterprises through support for closing complex mines and ancillary enterprises in an environmentally sustainable manner; and (ii) providing support to the National Agency for Development of the Mining Regions (AZM), local communities and other agencies for socio-economic regeneration of the mining regions.

The SER component will scale up the job creation activities piloted by the MCSMP and will add sub-components to foster local conditions for economic growth and social regeneration, relying on a bottom-up planning process. It has three objectives:

(i) Scale up the job creation measures implemented under the first loan.

(ii) Support local development activities through community capacity building and financing of economic infrastructure and social services.

(iii) Strengthen the Borrower’s capacity to implement the socio-economic regeneration program.

Public Information Consultants will be contracted to assist AZM in streamlining their public information strategy and in developing and maintaining a network of public information points (PIPs) located in the mining regions, to provide training and ensure transfer of skills to both AZM personnel and PIP officers in data collection and compilation for the purpose of information campaigns, and to develop, produce, and disseminate appropriate information materials through AZM offices and PIPs.

AZM operating area cover 22 counties: Gorj, Valcea, Mehedinti, Hunedoara, Alba, Caras Severin, Bihor, Salaj, Maramures, Cluj, Bistrita Nasaud, Suceava, Bacau, Covasna, Harghita, Arges, Dambovita, Prahova, Tulcea, Satu Mare, Neamt, Arad and comprises 385 mining localities.

The beneficiaries of the public information campaign are: (a) active actors of local/regional development, such as entrepreneurs, local authorities, key institutions providing education and training, active NGOs promoting/supporting education and training, local/regional development, human resources development etc.; and (b) people adversely affected by the mining sector restructuring, with low resources to cope with social-economic transformations that are taking place in the mining regions.

The selection of information, the types of information materials, as well as the channels of dissemination shall be tailored to the specific features of these target groups, as to ensure maximum impact.

The consultant will carry out the following tasks:

1. Streamlining the public information strategy of AZM and developing a comprehensive communication and dissemination plan for the first year of contract, including detailed explanations, timeline, expected outputs and estimated costs of the proposed actions.

2. Assisting AZM with developing and maintaining PIP networks in the mining regions, based on cooperation/partnership networks with active actors of local/regional development, and supporting PIPs functioning through provision of training and transfer of skills.

3. Developing, producing, and disseminating public information materials. The Consultant shall identify key groups with distinct information needs, develop messages for respective audiences, design information materials which will address those information needs, determine the most effective communication channels vis-ŕ-vis the respective stakeholders, produce and ensure dissemination of information materials accordingly.

The duration of the assignment is foreseen for one and a half year.

AZM now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). The selection method applicable to this assignment is Quality and Cost-Based Selection (QCBS).
