The Forestry Sector Development Project has applied for the Second FSSP-TFF Trust Fund Grant (TF054524-VN) which is administered by the International Bank for Reconstruction and Development/International Development Association, and intends to apply part of the proceeds of this grant to payments under the contract for Project Advisory Service.

The details of the Service are described below:

The Government of Vietnam, Government of Finland, and Government of the Netherlands, and World Bank will fund a Forest Sector Development Project (FSDP). The six-year project will support sustainable forest plantation management and conservation of biodiversity in special use forests. FSDP will provide credit and technical advice to households to establish some 66,000 ha of financially viable plantations in the four project provinces, with the aim of increasing income for poor households. It will provide grants through the Vietnam Conservation Fund to initiate and improve management of special use forests of high biodiversity value on a competitive basis. A Central Project Coordination Unit (CPCU) will be established at MARD for overall project coordination and management, centralized procurement, financial management, monitoring, and reporting. CPCU under the direction of the Project Steering Committee (PSC), will also be responsible for coordinating with Department of Forestry Development (DFD) and Forest Protection Department (FPD) in the implementation of national level project activities related to Institutional Development component as well as well as for liaisoning with the FSSP and reporting to IDA. CPCU will be headed by a National Project Director (NPD), who will be supported by technical assistants.

Scope of Work and Main Responsibilities

To ensure smooth project start-up and prior to recruitment of the long-term TAs, a short-term Project Advisor is needed to assist with all aspects of start-up implementation. In particular, the Project Advisor should assist in the following:


Assist the NPD and the national procurement consultant with the establishment of the CPCU including procurement of needed equipment, recruitment of staff, and development of an administrative manual.

Assist the NPD/CPCU in ensuring that Vietnam Bank for Social Policy Project Implementation Unit and the VCF Secretariat is fully staffed and adequately trained to carry-out the project activities

Assist in the recruitment of various TA packages including advertising in the UN Development Business News and in the local newspaper; drafting of Request for Proposals; organizing the evaluation; preparing standard contracts (following WB guidelines) and other critical procurement needed to start-up the project.

Assist the NPD/CPCU in start-up workshops for and training of the provincial PMUs on project objectives, activities, and understanding of the project implementation manual including eligibility criteria, and project environment and social safeguards

Assist the NPD/CPCU/PPMUs in preparation of the first year work plan, budgets, disbursement and procurement plans in accordance to procedures required by both the GOV and WB;

Assist the NPD/CPCU in the preparation and issuing of guidelines for provincial and district level project management units and reviewing their respective operations;

Duration and Duty Station

Six months based in Hanoi but spending approximately 40 per cent of the time in the four Central Coastal Project Provinces. Six month might be extended depending on need.

Qualifications


A minimum of a Master’s or honors degree or equivalent in forestry, supported possibly with a degree in economics, project management or MBA.

Strong working experiences in project management in team leader positions and a minimum of 10 years previous experience in managing/working ODA-funded projects with preference for previous WB experience.

Good writing, communication and government liaison skills.

Good management and team building skills.

Work experience in the region, especially Vietnam, is an asset.

The Forestry Sector Development Project now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the Services (CV/Bio-Data, description of similar assignments, experience in similar conditions, etc.).

An individual consultant will be selected in accordance with the procedures set out in the Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the World Bank in January 1997 and revised in September 1997, January 1999, and May 2002.
