This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 653 of 30 April 2005.
The Government of Albania has applied for a credit from the International Development Association (IDA) in the amount of US$ 7 million equivalent towards the cost of the Natural Resources Development Project. The project is expected to be co-financed by: (i) the Global Environmental Facility (US$ 5 million); (ii) Swedish Sida (US$ 5.2 million) and (iii) the Government of Albania (US$ 2.2 million). The total project cost is US$ 19.4 million. Bidding for all contracts in this project will be governed by the World Bank’s eligibility rules and procedures. The Government of Albania intends to apply part the proceeds of the credit and grants to payment for the Natural Resources Development Project contract to Support Institutional Reform and Development within the Directorate General of Forests and Pastures and District Forest Service.
The services include: the participatory development of an action plan for the implementation of the already approved National Strategy for the Development of Forests and Pastures; defining the responsibilities of new institutional structures and terms of reference for staff; preparing new standard operating procedures; and introducing performance related budgeting.
The Project Preparation Unit of the Natural Resources Development Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Interested consultants may obtain further information at the address below from 0800 to 1630 hours (local time), Monday-Thursday, and from 0800 to 1400 hours (local time) on Friday.
Expressions of interest must be delivered to the address below by 1400 hours (local time) on 30 May 2005.
