The Foundation for Enterprise Restructuring and Financial Institutions Development (FER), which is acting as the Project Implementation Unit, on behalf of the City of Cherepovets which participate in the EHDP, now invites sealed bids from eligible bidders for building level reconstruction works (retrofits) of multifamily residential dwellings. The quantity of buildings subject to reconstruction is 130. The majority of the retrofit measures will be applied to the heating system. Typical retrofit measures include, but are not limited to, heat exchangers and/or building level controllers, balancing valves, pipe insulation, pipe replacement, attic and archway insulation, window weather stripping, window caulking and entry door replacement. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, January 1999 and March 2000) and is open to all bidders from eligible source countries, as defined in the guidelines. Interested eligible bidders may obtain further information from the FER and inspect the bidding documents at the address given below from 1100 to 1600 hours. Arrangements for such inspection should be coordinated with Mr. Valery Bondarenko, Senior Procurement Specialist, at the address below. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of US$ 200 (including VAT). The method of payment will be as described below: For bidders that are residents of the Russian Federation: payment of US$ 200 equivalent per set should be made in the Russian rubles at the exchange rate on the day of payment established by the Central Bank of the Russian Federation. Payment in Rub should be made to account of the Ministry of Finance of the Russian Federation, INN 007708011796, account No. 47422810700005370006 held by the Vnesheconombank of the Russian Federation, corresponding account 30101810500000000060 in Branch number 1 of Moscow GU of the Central Bank of Russian Federation, BIK 044525060, beneficiary: Ministry of Finance of the Russian Federation. For bidders not residing in the Russian Federation, payment shall be made in US dollars by bank transfer to the account of the Ministry of Finance of the Russian Federation, INN 7710168360, account No. 40503840900000000669 held by the Vneshtorgbank of the Russian Federation, corresponding account Bank of New York, No. 890-0055-006, Swift Bank of New York, NY, IRVTUS33.. All bank charges are to be on the account of the bidder The application for the bidding documents should clearly state the following information: the bidder’s name, the address to which the bidding documents should be sent, telephone and fax numbers, a statement which bidding documents are requested, preferred mode of delivery of bidding documents, and account name with one of the global courier services (if chosen as mode of delivery of bidding documents). Application should be accompanied by the written evidence of payment of the non-refundable fee. Upon receipt of the written application described in this paragraph and the evidence of payment, the FER will send by mail one set of the bidding documents to the bidder. At the request of the bidder bidding documents may be sent by courier service at the expense of the bidder. Bidders may choose to arrange courier pick-up of the bidding documents at the office of FER specified below or the courier service delivery. These methods of the documents receiving should be coordinated with the contact person named above. All bids shall be valid for a period of 120 days after their opening, be accompanied by a security amount of not less than the equivalent to US$ 130,000, and be delivered to the address below at or before 1200 hours (Moscow time) on 3 September 2002. They will be opened immediately thereafter, in presence of the bidders who choose to attend, at the same address. Late bids will be rejected. Contact FER.
