expressions of interest follows the general procurement notice for this project
that was last updated in UN Development Business No. 574 of 16 January 2002. The
Republic of Tajikistan has received a US$ 20 million credit from the
International Development Association (IDA), for the Rural Infrastructure
Rehabilitation Project, and intends to apply part of the credit proceeds to
payments under the contract for consulting services for enhancing the land and
water resources management capability of Tajik University of Agricultural
Sciences and Tajik Land and Water Resources Management Institute. As part of the
new system the following two State Academies will be modernized and upgraded:
The Tajik University of Agricultural Sciences: Two new specializations will be
introduced in the Hydromelioration department designed for multidisciplinary
approaches for land and water resources management encouraging interaction
between technical and non-technical specialties. They are: (i) management of
irrigation and drainage systems; and (ii) erosion, soil and water conservation
including water user organizations, participatory methods, group formations,
data base managements in agro-hydrology, crop water modeling. pressurized
irrigation systems, tradable water rights and asset management. Tajik Land and
Water Resources Management Institute: The institute will be strengthened for
development of applied research and training of sustainable land water resources
management practices through the following activities: Applied research in the
following areas: (a) development of crop coefficients to arrive at correct
estimates of crop water requirements and irrigation volumes in order to reduce
water logging; (b) development of surface run off under different types of land
use and cultivation to calculate peak discharges and sediment loss from
catchments; (c) establishment of design factors for furrow length and furrow
discharge in different types of soil in order to calculate suitable length,
minimize tail end run off and thus increase irrigation efficiency; and (d)
establishment of salinity tolerance of crops in various development stages and
establish leaching requirements for various crop-soil relationships. These
topics would also be used by MSc students for their thesis work. Use of
metrological data for establishment of crop water requirements and in the
estimation of water losses under different type of land use and cultivation
practice. Irrigation experiments to demonstrate the principle of furrow
irrigation, advance time, deep percolation, etc. Soil research to establish soil
characteristics like particle distribution, field capacity and welting point,
soil moisture content and permeability. Result and report expected. The
consultant is expected to prescribe full particulars of course contents for the
new courses. A manual for the working of the various research activities should
be drawn up. Possibilities of association with foreign universities including
twinning arrangements should be explored. At the end of the term the consultant
is expected to leave behind very modern institute for turning out a new
generation of scientists and technocrat. The Project Director, Project
Management Unit now invites eligible individual consultants to indicate their
interest in providing the services. In view of the multiplicity of required
skills and experiences we are looking for an individual consultant with
doctorate in agriculture or irrigation with experience in both fields. He should
have an academic and research background. The consultant will be engaged for a
period of three months in the first instance with possibility of extension based
on our need and suitability of the candidate. Interested consultants must
provide information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills etc.). A consultant will be
selected in accordance with the procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers,
January 1997 (revised September 1997 and January 1999). Interested consultants
may obtain further information at the address below from 0900 to 1600 hours,
Monday through Friday. Expressions of interest must be delivered to the address
