The Republic of Cape Verde has received a credit from the International Development Association and a grant from the GEF Trust Fund toward the cost of the Energy and Water Sector Reform and Development Program, and it intends to apply part of the proceeds of this grant to payments under the contract for the Wind Farm Extension Project. This contract will also be co-financed by ELECTRA S.A., the main electricity and water supply company in Cape Verde. Bidding will be governed by the World Bank’s eligibility rules and procedures. ELECTRA S.A. now invites sealed bids from eligible bidders for the works for the turnkey “Wind Farm Extension Project”, including design, delivery, construction and commissioning of grid connected wind farms on the islands of Santiago, Săo Vicente and Sal with a total installed capacity of about 8 MW. The wind turbines, with nominal power in the range from 300 to 900 kW, shall be of type 3-bladed, horizontal-shaft, upwind, with closed tubular tower. The grid frequency is 50 Hz. The contract will also comprise all civil works, including site road works; wind farm control and monitoring system; site electrical installations; buildings for wind farm substations; geo-technical investigations; topographical surveys; and training. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines. Interested eligible bidders may obtain further information from ELECTRA S.A. and inspect the bidding documents at the first addresses given below from 16 April 2003 during normal office hours (0800-12:30 and 1430-1800 hours, local time). A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to Programa Energia, Água e Saneamento at the second address below and upon payment of a nonrefundable fee of EUR 250. The method of payment will be by cashier’s check or direct deposit or bank transfer to ELECTRA S.A, bank account No. 4368687, Banco Comercial do Atlântico.
