Industrija Nafte Zagreb dd (INA) has applied for a loan from the European Bank for Reconstruction and Development towards the cost of a project to provide environmental improvements to INA’s processing plant by remedying hydrocarbon soil and ground water contamination of the Adriatic coastline. The proposed project, which has a total estimated cost of US$35 million (€37.6 million equivalent), will require the procurement of the following goods, works and services: • Storage tank farm repairs including elimination of leakages, reduction of volatile emissions, and revamping of tank level gauging systems; • Repair of the sewer system including reconstruction work involving line testing for damage and the design of a reparation system; • Sea water and coastal zone protection- supply of floating barriers and skimmers; • Emission monitoring including mullet gas analyser and associated equipment, instrumentation and civil works; • Oily waste treatment plant, including civil, electrical and instrumentation works, and supply of centrifuges, separators, pumps, vessels, containers, piping material; • Construction of new landfill and revamp of the existing provisional one; • Furnace replacement in vacuum distillation plant including the supply of new furnaces and feed pumps, and civil, mechanical, refractory lining and corrosion protection works; • Construction of a sour water stripper plant; • Bitumen discontinued oxidation revamp; • Air monitoring system, including supply of analysers, monitors, gas sampling system, and civil works; • Reconstruction of unifining unit KP2 into HDS gas oil and coking naphtha sisal; • Reconstruction of Oily Waste Separator (SISAL); • Revamp of hydrodesulphurisation plant; • Revitalisation and reconstruction of the waste landfill at Benicanci; • Reconstruction of Waste Fluid Outlet; • Construction of a plant for recovering sulphur from slurry by product from gas treatment processing; • Mobile unit for Works Disposal by injection deep wells; • Design and engineering supervision for the above components. Tendering for the above contracts is expected to begin in the second quarter of 2001. Contracts to be financed with the proceeds of a loan from the European Bank will be subject to the Banks Procurement Policies and Rules and will be open to firms from any country.
