Anotace tendru:

Evropská komise spolu s vládou Indie předkládá výzvu k předkvalifikaci. Konkrétním cílem technické pomoci je vytvořit skupinu odborníků na podporu politického dialogu mezi EU a Indií a poskytnout příslušnou logistiku a zařízení (mezinárodní a místní cesty, ubytování, organizace akcí a setkání, překladatelské a tlumočnické služby) a také politické rady, hodnocení a odvětvové studie.

6. Nature of contract:
Fee-based.
7. Contract description:
The EU-India action plan support facility programme (APSF) has been designed to implement the India-EU joint action plan endorsed at the EU-India Summit of September 2005 in the framework of the EU-India Strategic Partnership adopted in November 2004.
APSF — environment component envisages technical assistance to provide expertise for policy enhancement, advice and implementation, training and organisation of workshops and study tours. Technical assistance requested in this contract shall contribute to the overall objectives of the APSF to support sector policy dialogue and enhance technical and institutional capacity of the Indian administration.
The specific objectives of technical assistance is to create a pool of expertise to support EU-India policy dialogue and provide relevant logistics and facilities (international and local travel, accommodation, organisation of events and meetings, translation and interpretation services) as well as policy advice, assessments and sector studies.

EUR 2 050 000.
10. Scope for additional services:
The contracting authority may, at its own discretion, extend the project in duration and/or scope subject to the availability of funding. Any extension of the contract would be subject to satisfactory performance by the contractor.

Conditions of participation

11. Eligibility:
Participation is open to all legal persons of the EU Member States and the countries and territories of the regions covered and/or authorised by the Regulations on access to Community external assistance and other specific instruments applicable to the programme under which the contract is financed (see also point 30 below). Participation of natural persons is directly governed by the specific instruments applicable to the programme under which the contract is financed.
12. Candidature:
All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other members) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.
13. Number of applications:
No more than 1 application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than 1 application, all applications in which that person has participated will be excluded.
14. Shortlist alliances prohibited:
Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure. Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15. Grounds for exclusion:
As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions.
16. Subcontracting:
Subcontracting will be allowed up to a maximum of 10 % of the contract value.
17. Number of candidates to be shortlisted:
On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract.

20. Initial period of execution and possible extension of the contract:
The initial period of execution of the contract is 40-months and shall not extend beyond 31/12/2011.

Selection and award criteria

21. Selection criteria:
The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:
1) Economic and financial capacity of candidate (based on item 3 of the application form):
a) the average annual turnover of the candidate must exceed 3 times the annualised maximum budget of the contract for each lot (i.e. the maximum budget stated in the procurement notice divided by the initial contract duration in years, where this exceeds 1 year).
2) Professional capacity of candidate (based on items 4 and 5 of the application form):
a) has a professional track record appropriate to this contract, specifically:
I. in the areas of capacity development and institution building, support to policy development and implementation, including governance aspects of policy reform programmes and public sector reforms, for the environment sector and domains in developing countries, preferably Asia;
II. in the areas of environment policy support and advice, wide expertise in environmental issues, including inter alia institutional aspects and/or international environment policies and management and/or environmental assessment techniques and experience in rapidly assessing information and developing recommendations in the targeted sectors of, but not exclusively, water and waste management (including e-wastes), air pollution (including air-quality assessment and management), climate change and chemicals.
b) at least 10 staff currently work for the applicant in fields related to this contract;
c) at least 20 % of staff working for the candidate this year in fields related to this contract are permanent;
d) has successfully supported multi-stakeholder dialogues in fields related to this contract;
e) has relevant experience in the field of travel facilities, organisation and logistic management of seminars, conferences, working meetings, internships and other events.
3) Technical capacity of candidate (based on items 5 and 6 of the application form):
I. the candidate has carried out successfully at least 4 projects in the course of the past 5 years with a budget of at least that of this contract;
II. the candidate has successfully carried out at least 2 projects in fields related to this contract in the course of the past 3 years, preferably Asian countries;
III. the candidate has carried out at least 1 major relevant EC-funded technical assistance project in the course of the past 3 years.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Under the same conditions, a consortium of economic operators may rely on the capacities of members of the consortium or of other entities.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are:
1) professional capacity in involving multiple stakeholders and contributing to policy formulation and implementation in most relevant environmental sectors as exemplified above by 2a.II;
2) technical capacity in sourcing expertise and supporting policy dialogue aimed at advancing policy objectives and implementing successfully projects in most relevant sectors as exemplified by 3.I and 3.II.
22. Award criteria:
As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to short-listed candidates.

The contract title and the publication reference (see point 1 above) must be clearly marked on the envelope containing the application and must always be mentioned in all subsequent correspondence with the contracting authority.
Applications submitted by any other means will not be considered.
26. Alteration or withdrawal of applications:
Candidates may alter or withdraw their applications by written notification prior to the deadline for submission of tenders. No application may be altered after this deadline.
Any such notification of alteration or withdrawal shall be prepared and submitted in accordance with Clause 25. The outer envelope (and the relevant inner envelope) must be marked `Alteration` or `Withdrawal` as appropriate.

All written communications for this tender procedure and contract must be in English.
