This request for expression of interest follows the general procurement notice for this project that appeared in UN Development Business No. 567 of 30 September 2001. The Government of Indonesia has received a loan from the International Bank for Reconstruction and Development (IBRD) and a credit from the International Development Association (IDA) (with a GEF grant), and intends to apply part of the proceeds of this loan/credit to payment under the contract for the technical assistance of Greater Bandung Waste Management Corporation Consultant Support (TA Project No. West Java 3-2). The service includes technical assistance to support Badan Pengendalian Lingkungan Hidup Daerah (BPLHD) Provinsi Jawa Barat and the participating local governments (Bandung Municipality, Bandung Regency, Cimahi City, Sumedang Regency, and Garut Regency) in the provision of improved and integrated solid waste management services in the Greater Bandung urban area, through the establishment of a jointly-owned waste management organization (WMO). The BPLHD Provinsi Jawa Barat now invites eligible consultants to indicate their interest in providing the service. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar condition, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Consultants will be selected using the Quality- and Cost-Based Selection (QCBS) method in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
