description: The construction of the regional waste disposal site at Grobina
includes earthworks, landscaping, installation of liner and geotextile, of a
leachate system and a gas extraction system. Further activities include
construction of foundations and buildings, roads, installation of fences, water
supply, lighting and the supply and installation of a weighbridge. The contract
comprises the construction works in accordance with FIDIC Conditions of Contract
for Construction for Building and Engineering Works Designed by the Employer,
1999 Red book. 7. Number and titles of lots: Not applicable. Conditions of
participation 8. Eligibility and rule of origin: Participation is open on equal
terms to all natural and legal persons participating either individually or in a
grouping (consortium) of tenderers of the Member States of the European Union
and the beneficiary countries of the ISPA programme and the countries mentioned
in Council Regulation (EC) No 2500/2001 of 17 December 2001. All works, supplies
and services must originate in one or more of these countries. 9. Grounds for
exclusion: Tenderers must provide a declaration that they are not in any of the
situations listed in Section 2.3 of the Manual of Instructions for External
Relations contracts (available from the following Internet address:
http://europa.eu.int/comm/europeaid/home_en.htm). 10. Number of tenders:
Tenderers (including firms within the same legal group, other members of the
same consortium, and subcontractors whose subcontracts amount is above 5% of the
tender price) may submit only one tender for one or several lots. Tenders for
parts of a lot will not be considered. Any tenderer may state in its tender that
it would offer a discount in the event that its tender is accepted for more than
one lot. Tenderers may provide a tender for a variant solution in addition to
their tender for the works required in the tender dossier. 11. Tender guarantee:
Tenderers must provide a tender guarantee of 95 000 EUR when submitting their
tender. This guarantee will be released to unsuccessful tenderers once the
tender procedure has been completed and to the successful tenderer(s) upon
signature of the contract by all parties. 12. Performance guarantee: The
successful tenderer will be requested to provide a performance guarantee of 10%
of the accepted contract amount in euro when countersigning the contract. This
must be delivered within 30 days after receipt by the tenderer of the contract
signed by the contracting authority. If the selected tenderer fails to provide
such a guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the next
lowest, compliant tender. 13. Information meeting and/or site visit: An
obligatory information meeting and site visit will be held on 28 November 2002
at 7 Saura Street, Liepaja, Latvia. 14. Tender validity: Tenders must remain
valid for a period of 90 days after the deadline for submission of tenders. 15.
Maximum delivery period: The time of the contract shall be 48 months, including
24 months defects liability period. Selection and award criteria 16. Selection
criteria: The main selection criteria that will be evaluated to confirm
compliance with the criteria stated in the tender dossier: 1. the average annual
turnover in the past 3 years 7 500 000 EUR; 2. access to credit facilities: at
least 1 000 000 EUR and adequate to assure the required cash flow for the
duration of the contract; 3. ability to carry out the works by own means: main
contractor 70%, partner in a joint venture 50%, subcontractor 10%; 4. successful
experience as the prime contractor in construction of at least 3 projects of the
same nature and complexity comparable to the tendered works during the last 5
years; 5. experience of the key staff: site project manager, construction
manager, main foremen, should have suitable education for their tasks, at least
5 years experience in management of the works of a similar nature to this
project and they should be able to communicate in English. Only those tenders,
which comply with the administrative and technical criteria, will be included in
the financial evaluation. 17. Award criteria: Price. Tendering 18. How to obtain
