Country Russian Federation Project name St. Petersburg Toxic Waste Clean-up Programme (Krasny Bor) Business sector Municipal and Environmental Infrastructure Type of contract Works Type of notice General Procurement Notice Issue date 9 October 2002 The administration of the City of St Petersburg (\"The City\") has signed a loan agreement with the European Bank for Reconstruction and Development (the \"Bank\"). The proceeds of the loan will be used for a project to upgrade the facilities at a hazardous waste site known as Krasny Bor Polygon (Krasny Bor), located about 40km from the City of St Petersburg. Krasny Bor is identified by the countries bordering the Baltic as an environmental hot spot requiring priority action. The current operation poses a major threat to soil, groundwater and surface water as well as being unacceptable from a worker health and safety point of view. The rehabilitation of Krasny Bor is urgently required. The Project aims to upgrade the facilities at Krasny Bor and improve the regulatory framework and enforcement of environmental law. The Project will thus provide considerable environmental and public health benefit not only to St. Petersburg, but also to the region as a whole. The proceeds from the Banks loan will be used for investments at Krasny Bor. The project contains four main contracts, which are financed by the Bank, namely the following: The contract for \"the Additional Storage Facilities\" has a total estimated cost of €1.1 million equivalent and will require the procurement of the following works and services: surveying, design, construction, commissioning, staff training, and production of operation and instruction manuals for large chemical waste storage tanks at Krasny Polygon. The contract for \"the Drainage System\" has a total estimated cost of €1.5 million equivalent and will require the procurement of the following works and services: design, construction, commissioning, staff training in operation of the drainage system. The contract for \"the Biological Treatment System\" has a total estimated costs of €1.2 million equivalent and will require the procurement of the construction, commissioning, staff training in operation of the biological treatment system. The contract for \"the Chemical Treatment System\" has a total estimated cost of €0.8 million equivalent and will require the procurement of the construction, commissioning, staff training in operation of the chemical treatment system. Tendering for the initial contract is expected to begin in the fourth quarter 2002. Other contracts are expected to be tendered starting early 2003. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Banks Procurement Policies and Rules. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchasers country.
