Hokimiyat of Tashkent City hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the procurement of special vehicles and ancillary equipment for Tashkent City. The Purchaser now invites sealed Tenders from suppliers for the following contracts to be funded from part of the proceeds of the loan: Lot 1 Arm Roll type trucks for solid waste collection – 45 units; Biomedical waste collection vehicles – 2 units; Lot 2 Bin cleaning vehicles – 12 units; Vacuum Lorry for wastewater or sewage – 6 units; Fuel Trucks – 6 units Street water sprinkler Trucks – 8 units Lot 3 Drop-side trucks with loading crane – 4 units; Telescopic Jib Auto cranes – 3 units; Lot 4 Wheel loaders – 16 units; Wheeled motorised chippers – 6 units. Lot 5 Buses for Labour Transport – 12 units Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for payments to persons or entities or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: - the tenderer, including manufacturers of the goods and suppliers of the services, as appropriate, has the financial, technical and production capability and capacity necessary to perform the Contract. For this purpose the tenderer must document a minimum average (yearly) turnover over the last three years of 10 million USD. The tenderer must enclose profit/loss statements and balance sheets for the past three years. Minimum production capacity of the manufacturer(s) should be more than one hundred (100) units per year; - the tenderer supplied a minimum four hundred fifty (450) of similar goods and services to other purchasers in the last three years – for Lot 1, Lot 2 and Lot 5; - the tenderer supplied a minimum one hundred fifty (150) of similar goods and services to other purchasers in the last three years – for Lot 3 and Lot 4; Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of USD 200. The local tenderers may pay an equivalent in Uzbek Soums on the current exchange rate of the Central Bank of Uzbekistan. If requested, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery. All tenders must be accompanied by a tender security of 2% of the tender price in the currency of the tender or other freely convertible currency. Tenders must be delivered to the office at the address below at or before 12:00 p.m. on 15th April 2004, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
