This invitation for prequalification follows the general procurement notice that appeared in UN Development Business No. 606 of 16 May 2003.

The Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Nura River Clean-Up Project, and it intends to apply part of the proceeds of this loan to payments under the contract for clean-up of polluted territories, landfill construction and operation on Nura River. The Committee for Water Resources of the Ministry of Agriculture of the Republic of Kazakhstan intends to pre-qualify contractors for the following works:


Physical clean up of mercury contaminated areas associated with the Karbide Plant site in the city of Temirtau. The following clean up sub-components are defined (Karbide site, Alash site, plant drain, sedimentation ponds, waste water treatment plant (WWTP) site, ash dump sludge lagoons (KarGRES), and main drain).

Excavation of contaminated soil and ash approx. 2 mln mł and transportation to the proposed burial area. The main polluted area is on the Nura river site 30 km down the stream of Temirtau city. The main bulk is on the Nura river bank, but also includes riverbed sediments, dotty pollution in the floodplain of the river and some part of Zhaur swamp.

Construction and operation of landfill for contaminated wastes on the area situated at the distance approximately 1 km to the north of Temirtau city and environmental monitoring stations.

It is expected that invitations to bid will be made in October 2005.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines Procurement under IBRD Loans and IDA Credits, January 1995 (revised in January and August 1996, September 1997 and January 1999), and is open for all bidders from eligible source countries, as defined in the guidelines.

Key pre-qualification criteria (defined in detail in the prequalification documents) include:


Minimum average annual turnover construction of US$50 million calculated as total certified payments received for contracts in progress or completed within the last five years.

Participation as contractor, management contractor or sub-contractor in at least two contracts within the last seven years, each with a value of at least US$ 30 million.
vSpecific construction experience in works involved contaminated soil, hydraulic suction dredging and dewatering, construction and operation of landfills, etc.

Works would involve work with hazardous materials and would require strict adherence to personnel protection measures and reduction of the environmental pollution spread.

Contract would be signed for the period of four years with six months working period each year (due to climate conditions).

Interested eligible bidders may obtain further information from and inspect the prequalification documents at the Committee for Water Resources of the MOA of RK at the address below, from 0900 to 1600 hours, Monday through Friday except during public holidays. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 150 (for foreign bidders) or KZT 9,000 (for local bidders).
