Anotace tendru:

Vláda Jemenu, zastoupená Ministerstvem veřejných prací a dálnic (MOPWH), obdržela dodatečné financování od Mezinárodní asociace pro rozvoj (IDA), která je součástí Světové banky (WB), na pokrytí nákladů projektu rozvoje obce Taiz a projektu protipovodňové ochrany (projekt TMDFPP). Část prostředků hodlá vláda použít na nákup konzultačních služeb, konkrétně na studii proveditelnosti a návrh systému nakládání s odpady ve městě Taiz. (Konkrétní náplň činnosti viz níže). Vhodní zájemci z řad konzultantů musí vyjádřit svůj zájem nejpozději do 7. dubna 2008 do 11:00 místního času. Zájemci musí též doložit svoji kvalifikaci pro poskytnutí výše uvedených služeb (brožury, reference z obdobných projektů, zkušenosti z projektů v obdobných podmínkách, zkušenosti z oblasti Jemenu, pokud jsou, kvalifikace personálu určeného pro projekt apod.)

The Government of Yemen, represented by the Ministry of Public Works and Highways (MOPWH), received additional financing from the International Development Association (IDA) toward the cost of the Taiz Municipal Development and Flood Protection Project (TMDFPP). The government intends to apply part of the proceeds of this credit for consultancy services for the preparation of a feasibility study and design of a Solid Waste Management System for the city of Taiz and vicinity over the next twenty years.

As part of the TMDFPP Component for Local Government Capacity Building, a revised Master Plan for the City of Taiz for the year 2025, a 25-year Solid Waste Management Strategy for Taiz and an Environmental Management Plan were completed in 2006, and will provide a foundation for the current assignment.

The selected consultant will be responsible for: (i) the preparation of a feasibility study, design and bidding documents as required for the construction of solid waste transfer stations and a sanitary landfill site with provision for disposal of hospital and hazardous wastes for the projected needs of the city of Taiz and vicinity over the next twenty years, implemented in stages of ten years each that meet the environmental, social and technical requirements of Yemen’s environmental law and in compliance with World Bank safeguard policies, guidelines and procedures; and (ii) the design improvements to the existing landfill site to acceptable sanitary operational conditions in compliance with the Yemeni environmental law and World Bank safeguard policies, guidelines and procedures, and recommendations for eventual closure of the same landfill site upon reaching its useful life. The assignment is expected to be completed within a 10-month period from July 2008 to May 2008.

On behalf of MOPWH, the TMDFPP Project Management Unit (PMU) now invites eligible consulting firms to express interest in providing the services mentioned above. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, experience in the region and in Yemen if any, and availability of appropriate skills among staff, etc.).

Consultants may associate to enhance their qualifications. Short listed consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised in October 2006).
