Letters of interest are invited from qualified and experienced agencies for management support consultancy services to the Rajiv Gandhi National Drinking Water Mission (RGNDWM - the Mission), Government of India. Under the project, the agency will be required to provide Management Support Consultancy (MSC) services to strengthen the capacity of the Mission in its task of supporting the implementation of the Sector Reforms Program (SRP) in 63 districts of 26 states of the country over a 24-month period. The objectives of the MSC are to: (i) develop the management capacity of the Mission in supporting the pilot districts and States for the successful implementation of the SRP; and (ii) design and manage for the Mission, a monitoring, evaluation and supervision support system for SRP implementation. The MSC will provide a team of three full-time professionals that will undertake the core support functions on a day-to-day basis for the achievement of the consultancy objectives. In addition, the MSC team will assist the Mission in contracting, and will manage the services of resource centers, consulting, training and other firms and individuals. The duration of the MSC consultancy contract will be 24 months and will be based in New Delhi. Agencies who are interested in being considered for the assignment should submit information supporting their experience and capability and specialization in conducting similar assignments in developing countries. The following information on adequacy and availability of resources to carry out the assignment should also be provided: Name, address and facsimile number of consulting firm Name and short CVs of principal officers Ownership and organizational structure of the firm Financial statements for the last 3 year List of major assignments undertaken with special emphasis on rural water supply and sanitation, project management, capacity building and monitoring completed in recent years Please note that this is not a request for proposals. After a review of the letters of interest, short lists will be prepared and those listed consultants will be invited to submit detailed technical and financial proposals through request for proposals as per specific terms of reference. Letters of interest with accompanying materials should be submitted to the address given below on or before 1400 hours on 30 July 2002. The interested firms/agencies may submit their expression of interests for short listing to the Joint Secretary (TM) and Mission Director, Rajiv Gandhi National Drinking Water Mission (RGNDWM) in prescribed format by 31 July 2002. The format may be obtained from the Office of the RGNDWM upon payment of Rs 500 through a crossed demand draft drawn in favor of the Joint Secretary and Mission Director, RGNDWM and payable at New Delhi on any day during office hours.
