The Government of Indonesia has received a grant from the Government of the Netherlands administered by The World Bank, and intends to apply part of the grant proceeds to payment under the contract for consultant support (grant No. TF 027755) for the Project Preparation of Water Resources and Irrigation Sector Management Program (WISMP). The objective of the services is to prepare a capacity building program to strengthen the Water Sector Adjustment Program (WATSAP) institutional frame work to: Improve sector governance by consolidating the sector reforms and strengthening the new planning, management and management information institutions established under Water Resources Sector Loan (WATSAL) Improve basin water resources and irrigation management performance through government staff and irrigator community organization capacity building Improve sector fiscal sustainability by implementing various earmarked cost recovery mechanisms Undertake a rolling program of selective and strategic rehabilitation of river and public irrigation infrastructure The Directorate General of Water Resources, Ministry Settlement and Regional Infrastructure as implementing agency for the above, now invites eligible consultants to indicate their interest in providing the services. Interest consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in experiences in water resources and irrigation reform policy in Indonesia/or similar conditions/region, availability of appropriate skills among staff). Consultants are encouraged to associate with qualified national firms to enhance their qualifications. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised in September 1997, January 1999 and May 2002).
