Although this notice is assigned to a specific print issue, the official publication date of this notice is considered the date that it is posted online (see below). The Government of Ghana has received a loan in the amount of US$ 100,000,000 equivalent from the International Development Association (IDA) toward the cost of the Water Sector Restructuring Project, and it intends to apply the loan proceeds to payments under the contract for enhanced lease contracts 1 & 2 for the operation, maintenance and improvement of urban water supply. This project will be jointly financed by TBD. The project will support GOGs efforts to reform the urban water sector by financing urgent rehabilitation and expansion and operational deficits under operating contracts to be awarded to private sector operators. The Ministry of Works and Housing intends to prequalify contractors and/or firms for: Contract 1 (Business Unit A): Operation, maintenance and management of 26 water supply systems (Operation of water supplies) Contract 2 (Business Unit B): Operation, maintenance and management of 43 water supply systems (Operation of water supplies) It is expected that invitations to bid will be made in October 2002. Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, it is open to all bidders from eligible source countries as defined in the guidelines. Demonstrable Experience: In managing contractors/subcontractors for works similar to those required in rehabilitation, renewal works under the contracts. As prime water supply operator of a nature and complexity comparable to the proposed contracts within the last ten years. This experience should include operation of water systems from source to end-user, including customer management, billing and collection: --For at least five cities/towns --With total production of not less than 140 million mł/year --For a total of billed connections of not less than 100,000 The operator must also be experienced in: Control of unaccounted-for-water/non-revenue water (physical and commercial; and 2) Rehabilitation and renewal of distribution systems. There will be a concurrent bidding for the contracts 1 and 2. If a bidder is pre-qualified for both Business Unit A and Business Unit B, It shall be entitled to submit separate bids for both contracts but the bidder can only win one. Firms that originally applied for prequalification in September 1998 and June 2000, need not respond to this procurement notice, as they will be separately invited to update their previous submissions for re-evaluation. Bidding will be allowed for whole lots only. Interested eligible bidders may obtain further information from and inspect the prequalification documents at the Ministry of Works and Housing at the first address below from 0900 to 1700 hours. A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 100. The method of payment will be check. The document will be sent by courier.
