Invitation for Tender follows an updated General Procurement Notice for this
project, which was published on the EBRDs Web site on 2 August 2002. The
Municipal Water and Waste Water Enterprise of Zaporizhzhia (\"The Client\")
intends using part of the proceeds of a loan from the European Bank for
Reconstruction and Development (\"the Bank\") towards the costs of the
reconstruction of the Water Treatment Plant (WTP-1) in Zaporizhzhia. The Client
now invites contractors to submit sealed tenders for the following contract,
which will be financed from the part of the loan funds: The Contract, which
includes the development of detailed design, construction and commissioning,
will comprise: Reconstruction of the existing chlorine-dosing system and
introduction of the secondary chlorination; Replacement of filtering media,
drainage system and valves in rapid filters and contact clarifiers; Construction
of a new chemical dosage system; Introduction of a new process monitoring system
for the main process parameters. The construction and commissioning phase is
scheduled for completion by 19 December 2003. The purpose of the proposed works
is to reconstruct existing facilities and to improve the performance of WTP-1 in
accordance with current Ukrainian regulations and standards. Tendering for
contracts to be financed from the proceeds of the Banks credit will be open for
firms and joint ventures from any country. The proceeds of the Banks credit will
not be used for the purpose of any payment to natural or legal persons, or for
any import of goods, if such payments or import are prohibited by the decision
of the United Nations Security Council taken under Chapter VII of the Charter of
the United Nations or under any law or official regulation of the Clients
country. To be qualified for the Contract award, tenderers must satisfy the
following minimum criteria: They must have successful experience as a general
contractor in the execution of at least three projects with a nature and
complexity comparable to the proposed contract, within the last ten years; They
must have sufficient financial assets to satisfy the cash flow requirements of
the project; They must have necessary equipment and experienced personnel to
execute the project within the required time schedule; They must have access to
all the necessary technology for the proper execution of the project. Tender
documents can be obtained at the address below, upon payment of a non-refundable
fee of US$200 (including 20% VAT) or equivalent in Hryvnya according to the rate
of exchange of the National Bank of Ukraine prevailing on the date of payment.
