November 2002 This invitation for bids follows the general procurement notice
for this project that appeared in UN Development Business No. 565 of 31 August
2001. The Government of Serbia and Montenegro, has received a grant from the
International Bank for Reconstruction and Development (IBRD) toward the cost of
the Montenegro Environmental Infrastructure Project, and it intends to apply
part of the grant proceeds to payments under the contract for supply and
delivery of fittings, meters and valves for Gornja Zeta water supply system
(contract No. ME2WS002). The Fund for Urban Land, Real Estate and Roads now
invites sealed bids from eligible bidders for supply and delivery of the
fittings, according to the technical specification. A polyethylene pipeline DN
450 mm in the length of 6.552 meters has been planned for the improvement of the
Gornja Zeta Valley water supply. Twenty-two manholes are planned on the
pipeline, to enable its regular function starting from the exploitation to the
pipeline maintenance. For the construction of these manholes, appropriate
fitting materials have to be provided, according to the specifications attached
to the bidding documents. Valves and meters are foreseen to enable regular
function, from maintenance to exploitation, of the pipeline. Valves and meters,
for the working pressure of 10 bars are to be placed in manholes and assembled
at pipeline level. In order to be consider eligible, a bidder must meet the
following requirements: Minimum level of five years experience in supply and
manufacturing of same or similar type of goods Bid security: € 6,000 Minimal
turnover for previous business year: € 500,000 Secured financial resources: €
100,000 The delivery period is 8 weeks from the date of effectiveness of
contract. Bidding will be conducted through the international competitive
bidding procedures specified in the World Bank’s Guidelines: Procurement under
IBRD Loans and IDA Credits, January 1995 (revised in January and August 1996,
September 1997 and January 1999), and is open to all bidders from eligible
source countries as defined in the guidelines. Interested eligible bidders may
obtain further information from the Fund for Urban Land, Real Estate and Roads
of the Podgorica Municipality and inspect the bidding documents at the address
given below, from 0700 to 1500 hours. A complete set of bidding documents in
English language may be purchased by interested bidders on the submission of a
written application to the address below and upon payment of a nonrefundable fee
of € 200 or an equivalent amount in a freely convertible currency to the account
No. 55105-661-2-58 for Društveni Fond za gradevinsko zemljište, poslovni prostor
i puteve, Podgorica, with notice “For Bidding Documents - Zeta Valley – Supply
of Fittings, Meters and Valves” at Hipotekarna Bank, Podgorica No.
55105-661-0-3000058. The method of payment will be transfer order. The document
can be obtained directly at the Fund’s offices at the address below, or will be
sent by DHL (delivery costs to be covered by the recipient). All bids must be
accompanied by a security amount of € 6,000 or an equivalent amount in a freely
convertible currency, and be delivered to the address below by 1200 hours on 1
November 2002. They will be opened at 1300 hours on the same date, in the
presence of the bidders who choose to attend, at the same address below. Late
