November 2002 This request for expressions of interest follows the general
procurement notice for this project that appeared in UN Development Business No.
582 of 16 May 2002. The Government of the State of Ceará, through the
Secretariat of Water Resources (SRH), has received a loan in various currencies
from the International Bank for Reconstruction and Development (IBRD) toward the
cost of the Ceará Water Resource Management and Integration Project
(PROGERIRH/CE), and intends to apply part of the loan proceeds to payments under
the contracts as per the assignments described below. The services include:
Design and Specifications of the Engineering Projects for
Midwest/Ibiapaba/Acaraú Pipeline comprising: (i) basic studies (topographic
studies, geotechnical surveys and cadasters); and (ii) executive project of
pipeline, including demographic studies, analysis of water supply issues,
project parameters, hydrological studies, analysis of water quality, piezometric
profiles, alternative water conveyance, evaluation of hydraulic transients, and
costs of protective equipment, type of construction (including the evaluation of
earthworks per category, and overhead sections), treatment alternatives (costs,
selection of the best alternative), quantities and cost estimates, to be
executed over a period of seven months. Execution of Studies and Design of
Engineering Projects for Fronteiras Reservoir-Platô de Poti Pipeline comprising:
(i) basic studies (topographic studies, geotechnical surveys and cadasters); and
(ii) executive project of pipeline, including demographic studies, analysis of
water supply issues, project parameters, hydrological studies, analysis of water
quality, piezometric profiles, alternative water conveyance, evaluation of
hydraulic transients, and costs of protective equipment, type of construction
(including the evaluation of earthworks per category, and overhead sections),
treatment alternatives (costs, selection of the best alternative), quantities
and cost estimates, to be executed over a period of seven months. Execution of
Feasibility Studies and Design of Basic Project for Inhunçu and Arabę Dams
comprising: (i) studies of alternative dam sites; (ii) basic studies and general
project design; (iii) economic-financial feasibility studies; (iv) basic project
of dams; (v) design of the operation and maintenance plan; and (vi) final
economic and financial evaluation of projects, to be executed over a period of
12 months. Execution of Feasibility Studies and Design of Basic Projects of
Lontras Dam, Tunnel and Small Hydroelectric Plant (PCH) comprising: (i) studies
of alternative dam sites; (ii) basic studies and general project design; (iii)
economic-financial feasibility studies; (iv) basic project of dams, tunnel and
PCH; (v) design of the operation and maintenance plan; and (vi) final economic
and financial evaluation of projects, to be executed over a period of 12 months.
Execution of Feasibility Studies and Design of Basic Projects of Macacos and
Jacurutu Dams comprising: (i) studies of alternative dam sites; (ii) basic
studies and general project design; (iii) economic-financial feasibility
studies; (iv) basic project of dams; (v) design of the operation and maintenance
plan; and (vi) final economic and financial evaluation of projects, to be
executed over a period of 12 months. Execution of Feasibility Studies and Design
of Basic Projects of Paula Pessoa, Frecheirinha and Tiaia Dams comprising: (i)
studies of alternative dam sites; (ii) basic studies and general project design;
(iii) economic-financial feasibility studies; (iv) basic project of dams; (v)
design of the operation and maintenance plan; and (vi) final economic and
financial evaluation of projects, to be executed over a period of 12 months.
Firms should express their interest in the assignment of their choice. The
respective shortlisted firms will be defined for each assignment specified
above. SRH now invites eligible consultants to indicate their interest in
executing one or more of the above mentioned assignments. Interested consultants
must provide evidence of their qualification to perform the services
(catalogues, brochures, description of similar services performed, experience
under similar conditions, availability of adequate staff and availability of
that staff to perform the services, etc.). Consultants may associate to enhance
their qualifications. A Consultant will be selected in accordance with the World
Bank’s Guidelines: Selection and Employment of Consultants by World Bank’s
Borrowers, January 1997 (revised September 1997 and January 1999), under Quality
and Cost-Based Selection Method (QCBS), for the execution of one or more
