The World Bank intends to finance the assignment/services described below under a trust fund from the Bank Netherlands Water Partnership for Water Supply and Sanitation (BNWP-WSS). The objective of this study is to support country stakeholders (i.e. government agencies, communities, the private sector and NGOs) to design, implement and monitor hygiene and sanitation promotion activities in World Bank funded water and sanitation projects. The initial focus is on three countries (i.e. Sri Lanka, Uzbekistan, and Ethiopia) and lessons will be drawn from the experience in these three countries to determine future assistance under similar programs funded by the World Bank. The firm will be selected based on their knowledge of global best practices and experience with the implementation of ?State of the Art? Hygiene and Sanitation Program. The international team will design country-specific interventions based on cutting-edge hygiene methodologies, while taking into account the respective country situation . The study will undertake the following tasks: (i) appraisal of in-country situation and design of hygiene interventions in consultation with country stakeholders; (ii) training of local counterparts and supervision of the implementation of hygiene interventions; (iii) design and set up of a framework for monitoring and evaluation of hygiene and sanitation components of projects; (iv) support of cross-country knowledge generation and exchange, and organization of regional workshops; and (v) the development of a guidance manual and toolkit to guide future Hygiene and Sanitation Promotion component design for large scale rural water supply and sanitation projects. The assignment is scheduled to begin in April 2003 and is likely to conclude in April 2005. The World Bank now invites eligible consulting firms and NGOs to indicate their interest in the above assignment. Interested consulting firms and NGOs must provide information indicating that they are qualified to perform the services (i.e. experience in design and implementation of hygiene and sanitation components for large scale Rural Water Supply and Sanitation Projects, training, social mobilization and monitoring, and evaluation of hygiene and sanitation programs for large-scale Rural Water Supply and Sanitation Projects, development of website or other ways of dissemination and sharing information and methodologies, experience in Africa, Central Asia and South Asia, and availability of appropriate skills among staff including their CVs). Consulting firms and NGOs may associate to enhance their qualifications. Consultants will be selected in accordance with the procedures set out in the World Bank?s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002).
