The Victoria Hospital is one of the two major hospitals serving the island of Saint Lucia. It provides a range of secondary referral services, plus accident and emergency services, to the northern two thirds of the country. The purpose of this project is provide Victoria Hospital with the capacity to hold on reserve sufficient supply of potable water in order to ensure the institution?s independence and the continuance of critical services should there be a breakdown in the municipal supply and most essentially in times of emergency and natural disasters. The work planned consists of the supply and construction of the following: The construction of a Glass-Fused-To-Steel Bolted Storage Tank for the storage and emergency supply of approximately 1000 m3 of potable water for the Victoria Hospital in Castries, Saint Lucia. The construction of site works including excavation and backfilling, foundation preparation, reinstatement of surface features and construction of an access road to the site. The supply and installation of instrumentation equipment and materials, conduits, cables and appurtenances. The supply and installation of all piping, valves and fittings including inlets, outlets, overflows and drains at the tank site. Illumination and fencing of the tank site. Construction of a pump house close to the Victoria Hospital?s entrance and supply and installation of two electric pumps and the electrical equipment for the supply of the new tank from the Saint Lucia Water and Sewerage Company?s water main line in the Hospital Road. Connection of the pumping station to Saint Lucia Water and Sewerage Company?s system. Supply and installation of a 4-inch polyvinyl chloride (PVC) pressure pipeline to the tank and a return pipeline to the pumping station including all fittings, valve chambers, etc. Replacement of the Victoria Hospital?s internal main reticulation system through installation of a new 4-inch polyvinyl chloride (PVC) ring line on the hospital?s grounds. The construction of ancillary works including valve chambers, flowmeter chambers, thrust blocks and fire hydrants. Connection of the Victoria Hospital?s buildings to the new ring line. All additional and incidental work to provide a complete operating facility including testing and commissioning. The construction period for the above mentioned works is estimated to be four months. The Project Coordination Unit of the Emergency Recovery & Disaster Management Project now invites sealed bids from eligible bidders for procurement of works for construction of the Victoria Hospital water tank and the internal reticulation system. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank?s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1998 (revised January and August 1996 and September 1997), and is open to all bidders from eligible source countries as defined in the Guidelines. Interested bidders may obtain information further information from the Chief Health Planner or the Project Officer at the first address below from 0900 to 1500 hours daily, Monday to Friday. A complete set of bidding documents may be purchased by interested bidders from 21 October 2002, on submission of a written application to the Project Coordinator at the second address below and upon payment of a non-refundable fee of EC$ 500. The method of payment will be by check, payable to the Emergency Recovery & Disaster Management Project. Bids must be delivered to the Secretary at the third address below by 1200 hours on Tuesday, 10 December 2002. All bids must be accompanied by a bid security of 3 per cent of the bid price in Eastern Caribbean dollars or its equivalent in a convertible currency. Late bids will be rejected. Bids will be opened in the presence of bidders or their representatives who choose to attend at the third address below at 1400 hours on Tuesday, 10 December 2002.
