The grant objective is to improve the safety and reliability of the water supply services to communities in the city of Dushanbe. The grant will finance activities relating to a community-based approach designed to implement a sustainable program of repairs and maintenance of communal water distribution systems in the multi-unit buildings and single-house dwellings. The grant will complement an IDA-financed Dushanbe Water Supply Project for the rehabilitation of the water supply infrastructure (treatment plants and municipal distribution network) under the responsibility of Dushanbe Vodokanal State Unitary Enterprise, which takes responsibility for the network only up to the entrance to apartment blocks and single-house dwellings. Blocks and dwellings will be charged collectively for water supply. Responsibility for (i) deciding on each household’s contribution, (ii) collecting these, (iii) paying the water utility company, (iv) repairing and maintaining the in-blocks and dwellings infrastructure will lie with associations of residents/Community Based Organizations (CBOs). The JSDF-funded activities include (1) capacity building of CBOs, (2) small civil works and materials to repair communal water distribution systems, (3) training activities to CBOs and (4) capacity building of the municipality and water operator staff on Monitoring and Evaluation of the activities and interaction with CBOs and NGOs . The Dushanbe Water Supply Project Coordination Unit (PCU) intends to conduct a competitive selection of an International NGO (INGO) for the provision of consulting services in connection with the implementation of grant activities. The INGO will assist the PCU in the implementation of the following two tasks: (1) Homeowners outreach program and (2) Technical support to the homeowners.The INGO will (a) hire local NGOs and train them in preparing and implementing a homeowners outreach program, (b) prepare methodology for the selection of the participating communities to the JSDF, (c) advise and train members of CBOs targeted by the JSDF project on the legal, technical, social and financial aspects of the JSDF project, (d) prepare methodology for technical review of water distribution and sanitation in multi-apartments blocks and single-house dwelling, (e) hire local engineers to communicate investment options to CBOs effectively, (f) design monitoring and evaluation (M&E) program, and (g) assist PCU in implementing M&E of subprojects, including monthly visits and approval of completed repairs and installations. The assignment should start not later than April 2003 and last until April 2006. Request for proposals will be issued in January 2003. The selection will be conducted through the procedures specified in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 1997 (revised dated September 1997 and January 1999) and is open to all consultants from eligible source countries as defined in the guidelines. The selection is based on the quality of the proposal and cost of the services to be provided (QCBS).
