Deadline: 6 January 2003 The Development Bank of the Philippines has received a
loan from the International Bank for Reconstruction and Development (IBRD), and
intends to apply part of the proceeds of this loan toward financing the cost of
an Output Based Aid Program in La Union Province. The Provincial Government of
La Union now invites contractors, consortia and/or firms who wish to be
pre-qualified for bidding for the Output Based Aid Program. Prequalification and
bidding will be conducted through the international competitive bidding
procedures specified in the World Bank’s Guidelines: Procurement under IBRD
Loans and IDA Credits, January 1995 (revised January and August 1996, September
1997 and January 1999), and is open to all bidders from eligible source
countries as defined in the guidelines. The Output-Based Aid Program in La Union
will finance subsidies to pre-identified low income households in the urban
areas of the city of San Fernando, and the Municipalities of Bacnotan, Bauang,
San Gabriel and San Juan. These five Local Government Units (or LGUs) together
form the franchise area. Under the proposed arrangement the Province of La Union
will provide a subsidy per connection to low income households, while the
private operator will be responsible to design, construct, operate, maintain and
manage the water supply system in the Metro La Union Water District franchise
area for fifteen years. A complete set of prequalification documents may be
purchased by interested bidders on the submission of written application to the
address below and upon payment of a non-refundable fee of P 500, in cash.
Application for prequalification should be submitted in sealed envelopes,
delivered to the address below by 6 January 2003 and be clearly marked
“Application to Prequalify for Output Based Aid Program in La Union Province”.
