for Bids The Republic of Lebanon represented by the Council for Development and
Reconstruction (CDR) wishes to receive bids for the Construction of the Bourj
Hammoud Wastewater Treatment Plant on a Design-Build and Turnkey basis. Works
will comprise Design, Civil Works Construction, Procurement, Supply and
Installation of Mechanical, Electrical and Instrumentation Equipment and Plant,
Testing and Commissioning of Bourj Hammoud Wastewater Treatment Plant including
the implementation of a sludge incineration plant and the rehabilitation of an
existing sea outfall as well as Operation, Maintenance and Staff Training. The
Bourj Hammoud Wastewater Treatment Plant Project will be financed by one or
several credits to be proposed by the tenderer from sources of his choice
(Government to Government lines of credit, export credits, commercial credits
etc.). Only tenders in which a 100% (one hundred percent) financing proposal is
proposed will be considered. For the Design of the wastewater treatment plant,
the population and flows to be considered are : Stage 1 Stage 2 Population
Equivalent (Millions) 2.2 3 Average Flow Rate (m3 / day) 330,000 446,000 Bidding
will be conducted through an open International Competitive Procedure.
Interested bidders may obtain further information from CDR and inspect the
bidding documents at the adress given below from 08:00 to 17:00 hours (local
time). Starting 14/04/2003, a complete set of bidding documents in English may
be purchased by interested bidders from CDR offices against the sum of US$
15,000 (Fifteen Thousand) in the form of a bankers certified cheque in the name
of the Council for Development and Reconstruction. A Pre-Tender meeting will be
held at CDR on 13/05/2003. Bids must be delivered to the address below on
14/10/2003 not later than 12:00 (noon). All bids must be accompanied by a bid
security of 5,000,000 US$ (Five million). Late bids will be rejected. Bids will
be opened in the presence of bidder’s representative who choose to attend the
