at 12:00, St Petersburg time This Invitation for Tenders follows the General
Procurement Notice for this project which was published on the EBRDs website on
12 September 2002. The State Unitary Enterprise SUE Vodokanal of St Petersburg,
hereinafter referred to as \"the Employer\", intends using part of the proceeds
of a loan which it is in the process of negotiating with the European Bank for
Reconstruction and Development (the \"Bank\") towards the cost of the St
Petersburg Water & Environmental Services Development Programme. The Employer
now invites eligible contractors to submit sealed tenders for the following
contract to be funded from part of the proceeds of the loan: The Design and
Building of the Northern WWTP - Sludge Incineration Scheme , having a capacity
of 122.4 tSS/day standby, with an execution period of 27 months. Tendering for
contracts to be financed with the proceeds of a loan from the Bank is open to
firms from all countries. The proceeds of the Banks loan will not be used for
the purpose of any payment to persons or entities, or for any import of goods,
if such payment or import is prohibited by a decision of the United Nations
Security Council taken under Chapter VII of the Charter of the United Nations.
No affiliate of the Employer shall be eligible to tender. No firm (or its
affiliates or parent company) which has provided consulting services in relation
to this project shall be eligible to tender. A tenderer may only participate in
one tender for this project, although the same subcontractor may participate in
more than one tender. Tenderers shall meet the following minimum criteria:
average annual turnover (as prime contractor) in the last five years of not less
than €40 million access to liquid assets or lines of credit sufficient to meet a
construction cash flow over a four month period of not less than €7 million
successful experience (as prime contractor) in the execution of at least three
projects of a nature and complexity comparable to this project over the last
five years, including two or more for a design and build contract for a
wastewater treatment and/or wastewater sludge treatment facility with a value
not less than € 10 million, and one or more outside the country of the tenderer
(unless the tenderer is Russian). the tenderer or one of his proposed
Subcontractors has successfully completed a design and build contract for
fluidised bed incinerators for wastewater sludge, each incinerator being capable
of incinerating sludge containing 20 tonnes of dry solids per day. in the case
of joint ventures, the leading partner shall meet not less than 40% of the above
figures. litigation and arbitration records over the last five years which do
not indicate a consistent history of awards against the tenderer. The same
requirement shall apply to each member of any joint venture. candidate for
tenderers proposed project manager shall have not less than 15 years total
experience, 5 years experience of similar work, and 3 years in a similar
position. In addition he shall have worked for the tenderer for not less than
the last 3 years. candidate for tenderers proposed design manager shall have not
less than 10 years total experience, 5 years experience of similar work, and 3
years in a similar position. All tenders must be accompanied by a Tender
Security of € 800,000 or its equivalent in a convertible currency, and must be
delivered to the address below on or before the date and time given below for
delivery of tenders, at which time they will be opened in the presence of the
tenderers representatives who wish to attend. Tender documents may be obtained
from the office at the address below upon payment of a non-refundable fee of
Russian Roubles 9 600, including VAT, or the equivalent in United States
Dollars. Contractors wishing to receive the tender documents by courier are
required to make a payment of a non-refundable fee of RUR 14 400, including VAT,
or the equivalent in USD. The documents will be promptly dispatched, but no
liability can be accepted for loss or late delivery. Payment may be made by
